Overview: 

The Oak Ridge National Laboratory (ORNL) seeks a senior level Health and Safety (H&S) Professional for aSafety & Operations Services Division (SOSD) field support position to meet expanding needs for safety support and operational excellence to accomplish the ORNL cutting-edge scientific research mission.

 

The position will work as part of an integrated team that have responsibility for H&S oversight activities and tasks associated with work control and research support operations. Additionally, the selected position will provide the role of Laser Safety Officer for the supported directorate/divisions.  Positions will provide H&S and operational support to maintain compliance with all applicable Federal and State laws, DOE Orders, and ORNL policies and procedures regarding safety, environmental protection, space utilization, and perhaps facility management support. The position is in the Environment, Safety, Health and Quality (ESH&Q) Directorate and will be matrixed to provide safety and health support to research and development (R&D) operations in the following Isotope Science and Engineering Directorate (ISED) divisions:Enrichment Science and Engineering Division (ESED), Isotope Processing and Manufacturing Division (IPMD), and Radioisotope Science and Technology Division (RSTD) as needed.

Major Duties/Responsibilities: 

  • Provide professional safety and industrial hygiene (IH) support to R&D operations

  • Perform reviews of research safety summaries (RSS) and associated work activities. In so doing, ensures sufficient peer and Subject Matter Expert (SME) reviews as necessary.

  • Support completion of the operational activities deemed necessary through the work control process or as requested by researchers to enable research objectives in a manner that ensures the safe and compliant execution of the research mission.

  • Build and sustain an environment that supports cooperation and cohesiveness between H&S, operations, and research staff

  • Evaluate R&D activities, facilities and operations tasks, or internal operating procedures and processes to identify hazards and provide recommendations for controls and verify adequacy of controls as work proceeds.

  • Use comprehensive IH practices and equipment to conduct qualitative and quantitative exposure assessments of chemical and physical hazards.

  • Serve as the Division Laser Safety Officer (DLSO) for the supported R&D organization(s).

  • Abide by and promote the Battelle Safe Conduct of Research principles including being personally responsible for ensuring safe operations, raising safety concerns, using a questioning attitude, considering hazards for every task and where learning never stops.

  • Continually seek ways to increase operational efficiencies and improve safety culture in support of the research mission and champion initiatives to do so.

  • Provide technical support in the application of regulatory requirements, procedures, and standards that are applicable under 10 CFR 851.

    • Qualified Health and Safety Professional (QHSP)

    • Division Laser Safety Officer (DLSO)

  • Facilitate or participate in event critiques, causal analyses, and corrective action plan development.

  • Assist with the implementation of Integrated Safety Management (ISM) into the work planning and execution process with the support of an interdisciplinary operations team.

  • Provide technical support in the application of regulatory requirements, procedures and standards that are applicable under 10 CFR 851.

  • Participate in assessments to verify compliance and program effectiveness

  • Review procurement and subcontract activities for safety, environmental and operational requirements.

  • Participate in the review and development of division or directorate level procedures and guidelines as needed.

 

Qualifications Required:

  • A Bachelor’s degree in a science, engineering, operational discipline, or relevant technical field (e.g., health and safety, industrial hygiene, chemistry, biology, engineering, operations, etc.) with a minimum of 12 years of relevant experience in industrial safety/industrial hygiene or a Master’s degree with 10 or more years relevant experience.

  • Experience in field oversight/assessment of industrial hygiene/industrial safety performance and compliance with applicable OSHA, local, state, and federal industrial hygiene and safety standards and regulations.

  • Knowledge and background in chemical/material identification and evaluation along with experience in hazard analysis/exposure assessment activities.

  • Experience working in an R&D environment, including previous health and safety (H&S) experience within the DOE complex.

  • Professional certification as a Certified Industrial Hygienist (CIH).

  • An active DOE Q Security Clearance or ability to obtain and maintain one.

 

Qualifications Preferred:

  • Experience working as a team player in an ever-changing, multi-discipline, multi-task, and integrated/functional organizational environment which requires interfacing with management, researchers, facility users/visitors, and operations staff.

  • Technical knowledge of IH instrumentation including calibration, usage, limitations, and calculations/interpretations of results.

  • Demonstrated excellence in interpersonal, verbal, and written communication skills.

  • Ability to work independently, under pressure, with strong problem-solving skills.

  • Ability to prioritize work and manage multiple projects simultaneously.

  • Strong organizational and time management skills and ability to meet inflexible deadlines on own initiative.

  • Professional certification such as Certified Chemical Engineer (CCE), Certified Safety Professional (CSP), Certified Laser Safety Officer (CLSO), Associate Safety Professional (ASP), Certified Hazardous Material Manager (CHMM), or Professional Engineer (PE) is preferred.

 

Special Requirements:

  • Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
