Job Summary

Under the direction of the CAPTC Director, the Health Educator 4 has primary responsibility for the development, supervision, administration, coordination, and management of the Disease Intervention Services (DIS) activities and related consultation for a national, federally funded disease intervention program. Using advanced and specialized expertise, the incumbent designs and implements a wide variety of disease intervention education programs for external audiences. This position leads the team that creates the non-technical aspects of
innovative disease intervention training curricula and content for online training modules for DIS healthcare professionals so they can effectively conduct contact tracing, partner services, and emergency response. The incumbent also oversees the training-of-trainer activities to expand DIS's impact.

This Health Educator 4 sets the programmatic goals and priorities and provides day-to-day oversight of program development and delivery. They work on problems of diverse scope where analysis of data and situations is required to make recommendations regarding program policies and practices to the CAPTC core team, the Centers for Disease Control (CDC) as well as other funders and stakeholders. The incumbent must demonstrate good judgment in selecting methods and techniques for program work. They direct the activities of 1 UCSF training staff and 2 other CAPTC trainers hired via Heluna Health (a fiscal agent of CAPTC). This position also directs the work of numerous programmatic subcontractors (curriculum developers, content experts, etc.).

Department Description

The California Prevention Training Center (CAPTC) is a recognized leader in training and health-provider workforce capacity building. Since 1989, CAPTC has been funded by the Centers for Disease Control and Prevention (CDC) as well as other State and National funders to deliver high-quality, state-of-the-art training and technical assistance to health professionals and health care organizations related to STD prevention, diagnosis and treatment. CAPTC has established an innovative, cost-effective training and technical assistance center with expertise in training providers, providing training and capacity building to CDC-funded STD programs, training disease investigation specialists, and building health department capacity. CAPTC is part of
the Bixby Center at the University of California, San Francisco (UCSF), Department of OB/Gyn & RS, SFGH Division, and has faculty with national-level expertise in STDs and HIV.

Disease intervention is key to sexually transmitted disease (STD) prevention and control. Highly trained staff known as disease intervention specialists (DIS) are at the forefront of disease intervention work as they are public health professionals responsible for finding and counseling people with sexually transmitted or other infectious diseases and their contacts. While DIS primarily work with STDs, they also lend their expertise during urgent outbreak situations. DIS have been used in several public health responses from Tuberculosis to COVID- 19.

The Department of Obstetrics, Gynecology, & Reproductive Sciences (ObGyn & RS) is a major academic department in the School of Medicine committed to providing quality health care services, educating health care providers and investigators, and conducting research to advance knowledge in our field. The Department is nationally recognized for research and training in women’s health care specialties. This position is based at the Department’s San Francisco General Hospital (SFGH) Division, a large teaching, research, and clinical site. The
SFGH Division of Ob-Gyn & RS is home to ~40 faculty, 8 non-faculty academics, and 110 staff; fellows, residents, and other trainees; and the Bixby Center for Global Reproductive Health. The SFGH division has an annual budget of over $70M. Our mission in the SFGH Division of Ob-Gyn & RS is to promote justice, quality, and equity in women's health care. Required Qualifications

  • Bachelor's degree in related area and / or equivalent experience / training
  • 5+ years Disease Intervention Specialist/Public Health Investigator
  • Demonstrated leadership skills in training and guiding employees on educational
  • techniques. Motivates and inspires staff to improve the health education services
  • Advanced knowledge associated with the design and delivery of diverse health promotion
  • and education programs
  • Demonstrated ability to prioritize effectively to meet deadlines in a complex, challenging
  • environment. Ability to organize assigned staff and unit operations in an efficient and
  • effective manner
  • Ability to communicate effectively both verbally and in writing with DIS providers, funders,
  • and other health professionals
  • Skills to evaluate issues and identify solutions within defined procedures and policies
  • Demonstrated ability to solve problems and suggest solutions through critical thinking processes
  • Effective skills to conduct needs assessment and program delivery
  • Requires effective interpersonal skills to deal with a wide variety of diverse groups
  • Ability to analyze, interpret, and respond to client needs through the development, implementation and delivery of health-related programs

Preferred Qualifications

  • Advanced degree in education, public health, or related area and / or equivalent experience/training
