The HCM Manager is responsible for overseeing a team of functional and technical analyst professionals who specialize in analyzing, implementing, and maintaining the human resources/payroll system, Oracle HCM, at the University of Pittsburgh. This critical role ensures HR/Payroll technology solutions align with University goals & facilitate efficient HR operations. Specific responsibilities associated with this role:

  • Oversee the work of a team of system analysts, including task assignment, prioritization, & ensuring timely delivery of projects.
  • Provide guidance & mentorship to analysts. Assist in their professional development & help them acquire new skills.
  • Provide technical expertise & guidance to the team. Assist in problem-solving & overcoming technical challenges.
  • Keep up-to-date with emerging technologies & industry trends. Apply this knowledge to improve systems & processes in the organization.
  • Oversee optimization of HCM configurations & workflows to enhance efficiency, reduce manual efforts, & streamline HR operations.
  • Provide ongoing support to HR staff and system users. Address issues, troubleshoot problems, and ensure effective system utilization.
  • Collaborate with HCM vendors for issue resolution, system updates, & enhancements.
  • Continuously evaluate the effectiveness of HCM solutions. Stay updated on emerging technologies & recommend system enhancements or replacements when necessary.
  • Align HR technology strategies with overall organizational goals. Provide input on how HCM team can support HR, Payroll, & business objectives.
  • Anticipate future HR needs & technological advancements. Develop a roadmap for the evolution of HRIS systems in the organization.
  • Responsible for ensuring that the HCM software is up-to-date, properly maintained, and functioning smoothly and is an integral part of overseeing the system upgrades.
  • Oversee the configuration the HCM system to meet the specific needs of the organization. This could involve creating custom fields, workflows, or reports tailored to the organization's requirements.
  • Analyze HR/Payroll processes and work to streamline through automation and optimization of the HCM system. Identify bottlenecks and inefficiencies, proposing, and implementing improvements.

The HCM Manager should possess a deep understanding of HR processes, technology expertise, leadership skills, & ability to collaborate effectively with both technical & non-technical team members. They play a crucial role in ensuring that HR technology solutions are not only functional but also aligned with the organization's strategic objectives.

Preferably at least 5 years experience with Oracle HCM or other human resources/payroll system. The individual must be highly organized, highly motivated, and possess excellent customer service skills.

Job Summary

Manages team and oversees the Human Resource Information System (HRIS), including maintenance, functionality, configuration, and optimization. Aligns human resources (HR) technology solutions with strategic objectives. Analyzes procedures and technological solutions to facilitate efficient operations. Collaborates with vendors and internal teams on projects and technological solutions. Ensures sufficient training and support for system users and resolves issues when necessary.


Essential Functions 

Working with PC related hardware equipment, software applications, and telephony systems. Written and verbal communication. Interpersonal relations. Analyzing and organizing information. Project planning and leading project teams. Proficient knowledge of IT.


Physical Effort 

Generally sedentary desk work with computer-keyboard-video phone other than traveling to other buildings on campus for meetings/events on occasion. Must be able to sit for prolonged periods of time.

Work Arrangement Remote: Teams working from different locations (off-campus).
