Brief Summary of Work for this position:


The UNCW Sponsored Programs and Research Compliance (SPARC) unit is seeking qualified Grant and Contract Officers to join our team. Working independently, this position ensures sponsored projects are compliant with university regulations and laws and assists in providing post-award management support.
The Grants and Contracts Officer reports directly to the SPARC Post Award Manager and supports the SPARC eam in the achievement of strategic initiatives to further the growth and development of the unit as a whole.
Under general direction from SPARC Leadership, this position acts as liaison among Principal Investigators (PIs), university administrative units, sponsors, and department/chair and college/dean and the SPARC Team and is expected to deliver high-quality, customer-focus sponsored programs services, interacting with faculty and administrative staff to facilitate the management of all sponsored agreements and post-award support and serves as a single point of contact for their assigned portfolio. The role is critical in interpreting both agency and university requirements and policies/practices of the university and requires problem-solving skills in a compliance-driven environment as well as the consistent exercise of independent judgement and discretion in matters of significance.
Position Overview: The level and compensation for this position will be determined based on the applicant's experience and qualifications. We are seeking candidates for Level I, Level II, and Level III positions in Research Administration/Sponsored Programs.
Level I:
Demonstrates a baseline working knowledge of research administration/sponsored programs processes and policies. Follows standard principles and systems, using appropriate terminology associated with the field. Actively participates as a team member in a collaborative environment with a diverse workforce. Maintains effective relationships with peers, sponsors, and others. Clearly communicates information, ideas, or instructions verbally and in writing. Contributes to the completion of team goals and assigned tasks. Works under direct and frequent supervision, continuously building on current job knowledge.
Level II:
Demonstrates proficient and comprehensive knowledge of research administration/sponsored programs. Applies knowledge of principles, practices, procedures, and policies to complete difficult assignments. Promotes a culture conducive to effective relationships among diverse team members. May lead a project team involved in difficult assignments, requiring proficient knowledge of research administration. Interprets and communicates information clearly, accurately, and persuasively, both verbally and in writing. Incorporates new facts and ideas into group processes, applying creative and critical thinking. Typically works with minimal supervision on difficult assignments, conferring with managers on unusual matters.
Level III:
Demonstrates advanced knowledge of principles, practices, procedures, and policies of research administration/sponsored programs. Integrates complex elements from other areas into work assignments. Shows a strong commitment to inclusionary practices supporting diversity throughout the university. Establishes a shared vision, taking responsibility for achieving team goals, and provides direction for plan implementation. Presents ideas, concepts, and instructions clearly, using persuasion and negotiation to build consensus and cooperation. Develops new techniques, concepts, programs, or solutions and applies them to complex strategic operating issues. Typically works independently on complex assignments, reviewing progress, and evaluating results. Updates management as appropriate and may direct and delegate work to lower-level team members.

Minimum Education and Experience Requirements:


Requires post-baccalaureate credentials (e.g., master's degree or higher), although a bachelor's degree plus alternative or equivalent professional training and experience may be substituted for the advanced degree on an exceptional basis.

Primary Purpose of Organizational Unit:


The Sponsored Programs and Research Compliance (SPARC) office is committed to providing efficient and effective service to the faculty and staff throughout the university in support of their sponsored research and scholarship activities. Charged with oversight of externally sponsored programs, SPARC provides complete cradle-to‐grave sponsored program administration and support to ensure faculty have the resources and encouragement necessary to successfully and legally conduct their programs including: a) support in identifying funding sources, b) assisting faculty with proposal and budget development, c) monitoring/overseeing the responsible management of sponsored projects, d) ensuring university compliance with contract/grant fiscal and regulatory requirements, and e) protecting the university from unrecovered revenue, disallowed costs, and non‐compliance with state and federal policies pertaining to sponsored programs. SPARC also administers internal grant programs and the return of F&A to departments. SPARC remains centralized for compliance and reporting purposes but is often decentralized in service delivery to the university research enterprise.
