Job Description
The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Grants and Contracts Manager. This is a soft-funded, renewable, full-time, non-tenured, administrative position and reports to the Director, System Sponsored Programs & EPSCoR. The position is located in Las Vegas, Nevada.
The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant challenges and opportunities in serving over 105,000 students and 15,000 employees.
The Grants and Contract Manager is responsible for facilitating the administrative and technical functions associated with grants, contracts and other agreements from internal and external funding sources. This includes management pertaining to grant proposals, applications, compliance, contract negotiation, budgeting and disbursement, monitoring, reporting and evaluation. The position acts as a liaison between program staff, project directors, Post-Award, subrecipient organizations, and granting agencies or sponsors.
SALARY GRADE: C (Starting salary is approximately $67,000 and $86,200 commensurate with education, experience, and training.) Benefits package includes health, dental, vision, life, and retirement benefits

MINIMUM QUALIFICATIONS: Bachelor’s degree from a regionally accredited institution with three years of progressively responsible non-profit/higher education environment managing grants, budgets and programs. Certified Research Administrator (CRA) preferred.
KNOWLEDGE, SKILLS, AND ABILITIES: Successful candidates must possess the following knowledge, skills and abilities. It is recommended that applicants for this position address each of the following items in the letter of application:
Possess extensive knowledge of major funding sources, NSHE and sponsor policies and procedures post-award grants administration, analysis and understanding of terms and conditions;
Advanced knowledge of federal procurement regulations, including the CFR & FAR, agency CFR/FAR implementations, and the Uniform Guidance 2 CFR 200 and audit regulations (Single Audit) that pertain to institutions of higher education;
Skill and demonstrated experience to negotiate highly complex sponsored project agreements independently with an understanding of the consequences of acceptance or denial;
Demonstrated experience and expertise in delivering high quality customer service to a diverse group of colleagues within the organization, in the NSHE community, and with sponsor entities;
Exceptional written and oral skills to compose and deliver clear and concise communications to explain advanced concepts and procedures to individuals at various knowledge levels;
Demonstrated customer service focus and an ability to communicate verbally and in writing clearly and effectively, presenting ideas, documenting activities, reading and interpreting written information, such as federal, state and internal guidelines and requirements;
Extensive proficiency with Microsoft Word and Excel; and ability to use and execute advanced Excel functions to work with complex data;
Strong computer, systems and technology proficiency, including experience with Workday; and
Strong analytical, organizational, and interpersonal skills.
RESPONSIBILITIES: The duties of this position will include, but not be limited to:
developing and preparing grant applications and submitting through sponsor portals;
preparing and managing budgets and budget justifications;
approving expenditures and maintaining fiscal oversight of programs;
distribution of grant funds via subawards to subrecipients;
tracking of cost-sharing or match;
processing modifications requests for sponsor approval;
analyzing proposals, awards and agreements for compliance and consistency with federals and state laws and regulations, institutional policies, grant compliance restrictions and guidelines, financial and academic requirements, and agency policies and procedures;
monitoring the allowability of costs applicable to research and development, training, and other sponsored work performed by System Administration or NSHE institutions;
assist Director and Post-Award manager with special projects and state-wide reporting; and
work with program team to incorporate best practices.
