Grant Program Manager
SUMMARY
The primary purpose of the Grant Program Manager position is to provide highly responsible administrative and fiscal oversight to the Department Administrator and Chairman and Faculty for all aspects of the department's large-scale grants, other grant activities, and Program funds, including grant review, funds management and renewal documentation, including effort reporting. Impacts the ability of the Chair and faculty research investigators to reach their scientific goals.
Job Specific Competencies
Administrative and Post-award Management of Grants & Contracts: ** Provides administrative planning for large grant initiatives for the department (large grant includes multiple projects and cores, external and internal activities). Provides comprehensive management for all aspects of large grant awards and multiple grant programs. Manages funds and fund allocation across multiple projects and reports appropriately. ** Reviews designated grants and research program grants to verify accuracy, resolve errors, and ensure adherence with institution, state, local, and federal regulations. ** Compares Grants Portal and OBIEE report expenses with expense documents received for purchases made or services performed. ** Receives and files expense/supporting documents and chartfield string reports, in the designated electronic file(s), as they are received, to ensure that they are accessible when needed. ** Notifies the Chair, Department Administrator and faculty of any discrepancies and adjustments as necessary ** Prepares the appropriate memo and supporting documentation to the Accounting Department/appropriate department for signature. Follows up on all discrepancies and adjustments to insure that corrections are posted to the appropriate company/center accounts. ** Performs same functions for other designated grants and contracts. ** Prepares internal and external annual progress reports to NIH, Development Office or the appropriate awarding agency. ** Performs post award management of funds including salary projections and effort management in ECC/CARE. ** Review ECC/CARE quarterly statements to ensure compliance and accuracy. ** Provides assistance to faculty in the with respect to availability and expenditure of grant funds through the dissemination of information and guidelines of the various sponsoring agencies. ** Provides comprehensive management for all aspects of grant awards and manages funds and fund allocation across multiple projects and reports appropriately. ** Provides reports to Department Administrator and faculty regarding grant status and reporting. ** Uses institutional grant management software including Grants Portal, OBIEE, Free Balance Report and Award Summary in PeopleSoft to review and track expenditures. ** Ensures timely and accurate expense and income tracking by performing monthly reconciliations and reporting on FG90 projects. ** Prepares and submits sponsored project invoices and follows up on payment in PeopleSoft.
Pre-award (Grant Completion and Processing): ** Assists faculty research investigators in processing of grant applications and renewals, sponsored agreements, protocols, material transfer agreements, and any other paperwork related to research efforts. Uses institutional grant systems (ClickGrants, eRA Commons, RCTS, eBRAP, ProposalCentral) for proposal and report submissions. ** Ensures timely and accurate submission of required reports/documents for manuscripts and grants by tracking stages, alerting investigators, and initiating response processes. ** Possesses knowledge of institutional and external forms and contacts to facilitate completion of projects, assisting faculty. ** Assists faculty research investigators in the preparation of the budgets for grant proposals and contractual agreements, particularly including subcontracts with other institutions. ** Maintains faculty FIS CV and biographical sketch, other support documents related to grant submissions** Oversees and assists with accurate preparation of grant forms and appendices. Proofreads, copies, and edits submitted materials. ** Ensures information collected is accurate, reflects the requested information, and is provided in accordance with specified guidelines. ** Acts as liaison with ET faculty researchers and research collaborators. ** Maintains familiarity with NIH, DoD, NSF and other agency forms and requirements. Serves as an expert resource to faculty and administrative staff in regard to all application and reporting related issues. Provides ongoing information concerning changes in federal policy, institutional, and divisional initiatives to relevant department staff and grant investigators. Requires knowledge and proficiency in obtaining access to and retrieval of online forms and documentation from state/federal government agencies and private foundations via the internet. ** Guides/trains/mentors less experienced grant staff with completing grant applications, addendums and grants management issues. ** Maintains electronic copies of grants and assures that copies of all assigned grants are provided for the departmental grant files. ** Supports the administrative planning for large grant and other grants and funds under the direction of PIs. ** Performs same functions for other designated grants and contracts.
Departmental and Grant Support: ** Ensures faculty, staff and trainees have NIH eRA Commons IDs for submission and reporting purposes. ** Uses excellent judgment in determining when an activity requires the attention of the Department Administrator or Chair and when it can be handled at the "local" level. ** Works with central department administrative offices including OSP, ORA, GCA and Development with respect to grant submissions, awards, compliance and funding. ** Represents department in a professional and appropriate manner within the institution, as well as externally. ** Prepares grant submission and award report for management. ** Coordinates special meetings and workshops for the large multi-project grants, to include coordinating travel arrangements, room and catering arrangements, and processing honoraria for invitees and guest speakers. ** Arranges project related teleconferences with investigators and other key personnel. ** Other duties as assigned.
EDUCATION
Required: Bachelor's degree.
EXPERIENCE
Required: Two years of grant management experience such as grant writing, grant submission and financial administration and one year of lead or supervisory experience. May substitute required education degree with additional years of equivalent experience on a one to one year basis. Successful completion of the LEADing Self Accelerate program may substitute for one year of required supervisory or management experience.
Must pass pre-employment skills test as required and administered by Human Resources.
