Job Description

The primary focus of the Grant; Contract Officer in Research Administration is to support one or more functional areas within ORSPA by providing contract review, management of all award set-up/project accounting/cash management and analysis of award disbursement to ensure compliance with all applicable university, sponsor, ABOR, state and federal requirements, standards and regulations. This is a professional staff level position in research administration and is the fourth in a series of four classifications. It is distinguished from the Officer II in that incumbents use professional concepts in accordance with ORSPA directives to solve complex problems in creative and effective ways. Incumbents also typically possess a broad knowledge of all functions and operations in a specific work unit and can generally apply judgment and make decisions affecting function or procedures for which they are accountable.

Salary Range

$50,895 - $80,000 per year; DOE


Essential Duties

  • Acts as a resource to ASU Research Advancement Administrators and ASU Principal Investigators for negotiating agreements with federal, state, and private funding agencies and to verify and ensure ongoing compliance with all applicable regulatory and financial compliance requirements imposed on Institutions of Higher Education including, but not limited to: sponsor, ABOR, university, state and federal regulations.
  • In conjunction with and in support of Research Advancement Administrators reviews grant and contract award terms and conditions.
  • Actively participates in the negotiations of terms providing recommendations, capable of making sound business decisions, and elevating matters as needed.
  • Primarily responsible for ensuring negotiations meet ASU requirements.
  • Reads and interprets contracts and other award documents to determine problematic terms related to compliance, budget, invoicing schedule, restrictions and other pertinent information.
  • Interprets regulations and guidelines of program funding for complex grants and contracts.
  • Provides contract, policy and procedure interpretation to academic departments.
  • Provides solutions to problems presented by lower level staff and recommends changes to agreement templates, negotiation guidance documents, job aids and other agreement guidance documents and tools.
  • Experience with various contract types, including firm-fixed price, cost reimbursable and contract methods to include simplified acquisitions, cost sharing, multiple awards, commercial items and special provisions.

Minimum Qualifications

Bachelor’s degree required and seven years of related experience, OR, any equivalent combination of experience, and/or education from which comparable knowledge, skills and abilities have been achieved.


Desired Qualifications

  • Experience with interpreting FAR, contract law, procedures to acquisition and contract administration including change orders, supplemental agreements, terminations, claims and close-out contracts.
  • Experience with negotiation techniques sufficient to negotiate prices, terms and conditions, contract modifications and settlements.
  • Demonstrated knowledge of cost/price analysis techniques
  • Demonstrated knowledge of export controls
  • Evidence of support capture activities, to include requests for proposals, cost/price analysis, cost volume preparation.
  • Experience in providing contractual and business recommendations to technical staff, business leaders, and other leaders.
  • Experience with complex contract clauses including Service Level Agreements
  • Experience in independently resolving complex contractual issues and recommending business solutions to satisfy both internal and external teams.
  • Experience in creating new contract/agreement templates to solve business needs and in accordance with polices and regulations for contracting.
  • Experience in training staff on various agreement types including both that are funded and unfunded.
  • Demonstrated privacy regulation knowledge (e.g., GDPR, HIPPA, FERPA, etc.)
  • Experience in coordinating and independently leading meetings/conference calls related to projects which involve senior leadership and upper management.

  • Activities are primarily performed in a regular, climate controlled office setting subject to extended periods of sitting.
  • Visual acuity and manual dexterity associated with daily use of desktop computer; bending, stooping, reaching and lifting up to 20 pounds.
  • Ability to clearly communicate to perform essential duties.
  • Ability to interpret complex sponsor regulations.  
  • Expected to be responsive to customers, engaged in work production, resourceful, flexible, and respectful of others.
