Department Description
Department Purpose
As part of the Office of the Chancellor, Government and Community Relations (GCR) serves as an official campus voice to elected officials and their staffs, community organizations, and opinion leaders by providing support and guidance to campus leadership, faculty, students, staff, and volunteer leaders in their interactions with local, state, and federal government officials on behalf of campus initiatives, priorities, and issues. The department also spearheads UC Davis and UC Davis Health efforts on UC legislative priorities, budget advocacy, and community relationships.
Job Summary
Under the direction of the Chief Government and Community Relations Officer (CGCRO) and working in close partnership with the Chancellor and the campus' senior leadership team, serves as a primary advocate, representative and spokesperson for the University of California, Davis in all local government matters. Direct responsibility for implementing a comprehensive community and local government relations and advocacy program that engages and mobilizes the Chancellor, senior campus leadership, faculty, and other advocates for the purpose of increasing the campus' visibility, involvement, and support from local elected officials and their staff. Under the guidance of the CGCRO, responsible for managing a wide range of complex and politically sensitive legislative, and issue-oriented interactions as well as campus initiatives designed to advance the mission and priorities of the campus with the highest level of regional city and county government, and numerous external advocacy groups. In conjunction with senior campus leadership, shares responsibility for elevating the visibility of the campus.

PHYSICAL DEMANDS

WORK ENVIRONMENT

QUALIFICATIONS
Required:
Minimum Education/Experience
  • Experience in local activities, agencies, and related political climates, issues, and participants, including legislative, budget, and other funding processes and identification, engagement, and mobilization of volunteer advocates.

  • Experience establishing networks of high-level officials in private, governmental, and academic institutions involved in research and public policy formulation.

  • Experience in organizing events, meetings and special projects.

Minimum Knowledge, Skills, and Abilities (KSA)
  • Understanding of academic, research, and education functions and operation principles of a major research university, land grant institution and understanding of the University's missions of education, public service, and research, and how those missions interact with political and community entities.

  • Interpersonal, communication, and political skills; outstanding oral presentation and public speaking skills; skills to compile complex data and information, draft formal documents, and produce comprehensive reports.

  • Political acumen to enable sound, independent political judgments leading to successful interactions with local elected and appointed officials and other diverse internal and external constituents. Understanding of political, policy, and protocol concerns of decision-makers in local, federal, state, corporate, and non-profit organizations.

  • Skill to effectively represent UC Davis with local elected officials, local agency staff, other public policymakers, and potential volunteer advocates at hearings, meetings, conferences, trainings, and events.

  • Experience dealing with sensitive and highly confidential information.

Preferred Knowledge, Skills, and Abilities (KSA)
  • Ability to effectively represent UC Davis with local elected officials, local government staff, and other public policymakers at city council and county board of supervisor meetings, elected official meetings, community meetings, conferences, and other public and/or media events.

  • Capable of identifying and supporting opportunities for collaboration when working with local officials to meet the strategic objectives of both the University and the expectations of the local governments and be skilled in facilitating the development of those opportunities.

  • Aptitude for generating innovative ideas, initiating action without instruction, and establishing goals and priorities in the development of programs.

  • Capacity to independently plan and implement programs and activities to heighten campus visibility with elected officials.

  • Possess strong organizational skills to manage various activities and programs with multiple deadlines.
