Description
The EPA National Student Services Contract has an immediate opening for a full time GIS Specialist at EPA position with the Office of Research and Development at the EPA facility in Corvallis, OR. The Office of Research and Development at the EPA supports high-quality research to improve the scientific basis for decisions on national environmental issues and help EPA achieve its environmental goals. Research is conducted in a broad range of environmental areas by scientists in EPA laboratories and at universities across the country. What the EPA project is about The Center for Public Health and Environmental Assessment (CPHEA) provides the science needed to understand the complex interrelationship between people and nature in support of assessments and policy to protect human health and ecological integrity. Within CPHEA, the Freshwater Ecology Branch (FEB) of the Pacific Ecological Systems Division (PESD) conducts innovative research on watershed ecological epidemiology and develops tools to assist stakeholders achieve sustainable and resilient watersheds. FEB supports EPA’s mission to protect human health and the environment by developing innovative research, including modeling that links watersheds to environmental conditions as well as the health and the well-being of people and society. FEB advances research and tools for achieving sustainable and resilient watershed and water resources. A major component of FEB’s research portfolio is supported by StreamCat (https://www.epa.gov/national-aquatic-resource-surveys/streamcat-dataset) and LakeCat (https://www.epa.gov/national-aquatic-resource-surveys/lakecat-dataset). These datasets support the EPA’s National Aquatic Resource Surveys (NARS; https://www.epa.gov/national-aquatic-resource-surveys) and provide foundational data for national and regional scale modeling and research at FEB. These include studying impacts of wildfires on aquatic ecosystems of the Pacific Northwest, valuation of aquatic resources for policy analysis, and nutrient reduction. Additionally, an application programming interface (API) has recently been developed for StreamCat and is in development for LakeCat, which will facilitate easier use of these datasets in modeling and within programming interfaces. Responsibilities As a team member, you will provide data management, data curation, data analysis support for the StreamCat and LakeCat datasets, GIS support work for the NARS program, and GIS support for research tied to FEB programs. The team member will provide support for database management, file management, data curation and extraction, metadata creation, quality control, programming, extensive GIS spatial analysis, and other activities required as necessary to support FEB GIS and spatial analysis needs. The candidate will be a member of a multi-disciplinary research team and will support the development, maintenance, and analysis of StreamCat, LakeCat, and NARS data, tools, and web services, and other FEB data and analysis needs. How you will apply your skills Data Development and Analysis responsibilities will include: GIS (Geographic Information System) processing of CONUS-scale data layers using the Python programming language and Python libraries (i.e. ArcPy, NumPy, Pandas, GeoPandas) and R programming language and libraries (i.e. sf, raster, terra); Quality control of geospatial data; Creation of and publishing of metadata; Populating a database with the results of GIS processing; Contributing to maintenance and development of an application programming interface (API) for the StreamCat and LakeCat and other datasets; Development of content, apps, and story maps in ArcGIS online; and Supporting FEB GIS and spatial analysis needs by responding to specific requests as assigned by the EPA mentor. Communications-related responsibilities will include: Participating as a member of a multi-disciplinary research team; Interacting with other members of the development team as well as EPA scientists; Carefully documenting code, methods and GIS layer development effort; and Potentially presenting work performed at meetings or for other EPA scientists. Required Knowledge, Skills, Work Experience, and Education At least two years demonstrated education and/or experience with GIS (geographic information systems) software and geospatial analysis; Extensive experience with raster data processing and libraries in GIS software, Python programming language and the R programming languages; Extensive experience with vector data processing and libraries in GIS software, Python programming language and the R programming languages; At least two years of demonstrated education and/or experience programming in Python and/or R; and Experience with version control using git and GitHub. Desired Knowledge, Skills, Work Experience, and Education Experience with database development using a common database management system such as PostgreSQL, Oracle, MySQL, SQL Server and understanding of SQL; Experience using and developing APIs in Java; Experience developing web content, ideally using Drupal; Experience working and developing cloud content with Amazon Web Services and using containerization methods such as Docker; and Strong written, oral, and electronic communication skills as demonstrated by having contributed to written reports, chapters, or manuscripts and given presentations at professional workshops or conferences. Location: This job will be located EPA’s facility in Corvallis, OR. Salary: Selected applicant will become a temporary employee of ORAU and will receive an hourly wage of $22.68 for hours worked. Hours: Full-time. Travel: Travel is not anticipated but there is potential for travel to meetings or conferences. Expected start date: The position is full time and expected to begin June 2023.
