Job Summary

The GIS Engineer position is part of the UCSF Real Estate Business Intelligence Unit and will be responsible for providing GIS data and application development as part of the Enterprise GIS to support a wide variety of projects and users with an interest in making data easily discoverable and interoperable. The GIS Engineer will develop solutions to complex problems in creative and effective ways by analyzing existing programs and systems, and use their knowledge of GIS technology, data integration, and software development to design, test, document, and implement solutions, create and provision data content, deliver interactive and intuitive visualizations, and provide user support.

As a technical expert, the GIS Engineer will assist on projects to expand the Enterprise GIS footprint. Developing data pipelines that geo-enable business systems and build applications to provide a common operation picture of facility and operational data, this work will improve cross-department coordination, user access to critical information, and decision making at all levels of the university.

The GIS Engineer is instrumental in leveraging the Enterprise GIS to collect, monitor, analyze, and share data in the following areas:

  • Design & Construction systems, Unifier and P6, to support Construction logistics that informs project managers, general contractors, and Real Estate leadership of potential impacts to keep projects on-time and on-budget.
  • Archibus facility data to maintain the GIS Real Estate portfolio and to inform on UCSF’s growth strategy and UC wide initiatives.
  • BIM to GIS workflows to a) generate interior spaces for indoor mapping; b) manage underground utilities to improve construction design and reduce risk; and c) to manage survey and legal boundaries to ensure proper compliance and reduce error.
  • Indoor mapping to locate equipment and occupants, and to provide wayfinding /navigation to points-of-interest within facilities and across the campus
  • Campus Life Services shuttles and parking garage services.
  • Maximo facility data, building systems, fire life safety equipment, and chemicals and hazards databases to inform building and facility managers, first responders, and building occupants on day-to-day operations, inventory, and use.
  • Public safety and security to enhance building security, calls for service, and reporting statistics.
  • UC-Wide systems, City and County of San Francisco GIS, and other external partner systems, or third-party services to provide supplemental data in support of facilities and operations.

Coordination and collaboration with departmental IT staff, Central IT and the integration team using Mulesoft, and Campus Life Services mobile application using ModoLabs. This position may also be activated to the UCSF emergency operation center (EOC) to assist with planning, response, and recovery of events by supporting situational awareness capabilities.

Work closely with the GIS Manager to develop training materials and lead trainings on geospatial and web mapping applications. Develop presentation materials using Jupyter notebooks or presentation graphics for stakeholder engagement and outreach.

Department Description

The organization of UCSF Real Estate is focused on the development, planning, delivery and management of physical space for UCSF.  Key responsibilities include a unified approach to oversee the active UCSF growth planned on a multi-site campus and to manage the complex metropolitan environments affecting capital assets and projects and efforts to align municipal challenges with maximum effectiveness in support of the UCSF mission.
The department serves to provide the following services, which includes:

  • Building Permit Services:   responsible for issuing, maintaining and tracking permits for all construction, alterations, additions, repairs, and demolitions, along with inspecting all building projects to assure compliance with the UC & California Building Standards Code.
  • Business Intelligence:  provides integrated technological products and services in support of the UCSF Real Estate mission including Space Analytics, Geographic Information Systems (GIS), Project Management Information Systems (PMIS) and document management.
  • Campus Planning:   responsible for all UCSF Campus and Medical Center Physical Planning, Space and Capital Planning. Provides professional planning services that guide the physical development of the campus and assists in strategic development and improvements of buildings and space to support UCSF's mission of research, teaching, health care, and public service.  The department maintains the Long-Range Development Plan (LRDP) for UCSF campus sites, develops land use plans, site and new facility evaluation, and conducts environmental analysis to comply with the California Environmental Quality Act (CEQA). Assess campus space needs and requirements, and annually updates the campus Capital Improvement Program that draws upon state, non-state, and campus discretionary resources to fund capital projects.
  • Design & Construction  manages the execution of the UCSF capital plan and provides project management services to those embarking on capital construction and real estate renovation projects for UCSF projects. Planners, designers, administrators, contractors, inspectors, and others work together to meet the needs of UCSF clients. 
  • Finance, Administrative and Operations Services  provides financial, HR and administrative management and support services for all UCSF Real Estate functions
  • Real Estate Services:   overseas UCSF’s real estate portfolio and structures and negotiates commercial real estate transactions for Campus and Medical Center real estate.  This includes acquisition, disposition, development and provides asset management services for over one million square feet of leased office, laboratory, medical, clinic, and residential space. 

UCSF Real Estate includes approximately 154 UCSF and contract personnel; operating/recharge budgets of more than $60M per year; current year capital project expenditures of $208M; and oversight and responsibility for a $9.7B long-range capital development plan.

Required Qualifications

  • BA/BS (or equivalent degree) in Computer Science, Geographic Information Science, Data Science, or related fields, and 3 years relevant experience and/or equivalent experience/training.
  • Understanding of core spatial concepts, application of spatial analysis methods, geospatial data formats and standards.
  • Fluency with and thorough knowledge of ArcGIS Pro and Python for interacting with datasets and preparing data for production-quality maps and figures.
  • Experience with creating and managing ArcGIS Enterprise web services, and using the ArcGIS REST API.
  • Understanding of data migration concepts and experience with the design and development of data automation and ETL (extract, transform, and load) practices.
  • Design, develop and maintain automated GIS workflows, desktop tools, and scripts using (ArcGIS ArcPy Python library and ArcGIS Python API preferred).
  •  Familiarity with version control systems (Git and GitHub preferred) and sharing code (Jupyter Notebook preferred).
  • Experience exploring and manipulating structured and unstructured datasets, and web scraping.
  • Experience with accessing, querying, and extracting data from Microsoft SQLServer, PostgreSQL, and Oracle.
  • Development experience with creating web pages with HTML, CSS, and JavaScript tools; understanding best practices in responsive web development and web standards.
  •  Experience presenting technical subject matter to diverse audiences
  • Familiarity with the software development life cycle, ensuring that software is continuously updated with the latest features.
  •  Experience with building basic GIS applications using JavaScript libraries (ArcGIS API for JavaScript and ArcGIS Arcade preferred).
  • Strong project management skills.
  • Strong interpersonal skills in order to work with both technical and non-technical personnel at various levels in the organization.
  • Self-motivated, able to learn quickly, meet deadlines and demonstrate problem solving skills.
  • Proven ability to deal with uncertainties, competing priorities and ambiguities in the workplace.

  • Ability to analyze business processes and systems and to migrate to/integrate with a GIS.
  • Familiarity with dashboard development using ArcGIS Dashboard, PowerBI, Tableau.
  • Ability to identify the appropriate insertion of geospatial analytics into data-driven decisions and products.
  • Familiarity with ArcGIS Enterprise database versioning and multi-user editing.
  • Strong development and presentation skills required to produce and present technical or information documentation for training.
  • Demonstrated strong commitment to customer service, attention to detail and continuous improvement.
