Department Description

The GIS Programmer works within the Campus Planning unit which is responsible for the development and management of the long-range development plan and the physical design framework. Campus Planning works to ensure that all campus projects comply with these plans and contribute towards strategic stewardship of campus resources. The GIS Programmer is also responsible for all aspects of developing and maintaining a geographic information system (GIS) to aid the planning functions within Campus Planning and other offices within Campus Planning and Environmental Stewardship (CPES), as well as other assisting and collaborating with other departments across campus.



Job Summary

Under the direction of the Director of Campus Planning and Environmental Stewardship and in coordination with multiple other campus units, the GIS Programmer is responsible for design, analysis, development and implementation of geographic information system (GIS), Global Positioning Systems (GPS) and other remote sensing solutions. The GIS Programmer is also responsible for development, deployment and maintenance of multiple geospatial databases, as well as mobile and web-based GIS applications. The GIS Programmer works with business users to create datasets and perform complex multi-variate analyses to help users make informed decisions with regards to the physical and spatial aspects of campus, as well as stewardship of resources and the management of infrastructure.

The GIS Programmer is a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas; able to problem solve, frequently analyze unique issues, problems without precedent and/or structure. The GIS Programmer may manage programs that include formulating strategies and administering policies, processes, and resources and functions with a high degree of autonomy.

WORK ENVIRONMENT

  • Access outdoor areas where weather may be present and uneven surfaces exist. Perform visual and physical assessments of campus environment.
  • Work occasional evenings and weekends as required to meet operational needs. Occasional travel. Employee is personally responsible for following and adhering to safety policies and procedures.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Bachelor’s degree and / or equivalent experience / training in Geography, Geomatics, Geographic Information Systems, Urban Planning or related field.
  • 5 years of relevant experience as a GIS analyst or programmer including in-depth knowledge of GIS software, especially ArcGIS Pro and ArcGIS online, applications programming, database administration, user interface and experience design and web application development.

Minimum Knowledge, Skills, and Abilities (KSA):

  • In-depth knowledge of systems administration, computer security, networking, and maintaining software collection as well as techniques required to obtain, edit, analyze and extract data using GIS languages.
  • In-depth knowledge of cartographic skills to create spatially explicit map products.
  • Advanced project management and interpersonal skills in order to work with both technical and non- technical personnel at various levels in the organization including the ability to communicate technical information in a clear and concise manner.
  • Demonstrated advanced commitment to customer service, attention to detail and continuous improvement.
  • Advanced ability to deal with uncertainties, competing priorities and ambiguities in the workplace.


PREFERRED QUALIFICATIONS

Preferred Education/Experience:       

  • Experience with 3D modeling
  • Experience with Computerized Maintenance Management Systems that leverage GIS data.
  • Experience supporting mobile GIS workflows using applications such as ArcGIS Field Maps, Survey 123 and Quick Capture.
