Department Overview
UC Controller provides strategic leadership and support of systemwide financial functions including financial reporting, federal and extramural costing policy, benefits accounting, endowment and investment accounting, payroll policy and compliance and taxation. We deliver efficient and effective financial services, provide best practices and guidance to our campus and medical center communities, develop and administer systemwide policies and procedures, and ensure the University’s financial systems are compliant with all University, State and Federal laws, rules and regulations. Benefits Accounting is responsible for financial management and reporting functions in connection with all University of California benefit programs, including the University of California Retirement System (UCRS), the Health and Welfare Program, the University of California Retiree Health Benefit Program and various other benefit programs. UCRS consists of 2 defined benefit plans and four defined contribution plans. These functions include financial transactions, financial reporting and analysis, financial audit coordination and internal control assessment and monitoring.
Position Summary
Benefits Accounting is responsible for financial management and reporting functions in connection with the University of California Retirement System (UCRS), including the University of California Retirement Plan (UCRP), the University of California Retirement Savings Program (UCRSP), the Health and Welfare Program and the University of California Retiree Health Benefit Program. These functions include financial transactions, financial reporting and analysis, financial audit coordination and internal control assessment and monitoring. The incumbent uses professional accounting concepts as a seasoned, experienced professional with a full understanding of accounting practices and organizational policies and procedures to resolve complex assignments where analysis of data requires a review of a variety of factors and multiple sources. Exercises judgment within defined accounting procedures and practices to determine appropriate action. Normally receives general instructions, with detailed instructions provided on complex new assignments and initiatives. Has internal and external contact on a regular basis. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
Key Responsibilities
- 50% UCRS Health & Welfare Accounting and Reconciliation • Works in collaboration with UC Health and other UC divisions to create and maintain the accounting aspects for UC Health & Welfare benefits-related programs. • Responsible for reviewing and reconciling UC Health & Welfare and UCRS liability accounts in the general ledgers. • Prepares quarterly Health and Welfare related financial reports. • Posts journal entries into the general ledgers, performs account reconciliations, and creates accounting reports on various health and welfare benefits. • Collaborates with other staff accountants to administer vendor payment schedules. • Analyzes discrepancies, identifies issues, and assists with solutions.
- 30% UCRS Pension Accounting • Responsible for account reconciliations and processing UCRS-related journal entries (e.g., contributions, retirement payments, member withdrawals, cost-of-living adjustments, lump sum cashouts, pre-retirement survivor payments, disability payments, death payments, other benefit payments and participant withdrawals) into the general ledgers. • Research and resolve account mapping issues. • Support with UCRS retiree payroll-related duties. • Support with any testing of any accounting-related system improvement.
- 15% Reporting and Auditing Performs key tasks to support the month-end and year-end annual financial statement audits of the UC Retirement System and UC Retiree Health Benefit Trust and the agreed-upon procedures for the UC Student Health Insurance Plan. • Ensures accurate compilations, analysis, and reporting of accounting data and revenue for the university's Health & Welfare program quarterly financial statements, the annual financial statements for the UC Retirement System, and UC Retiree Health Benefit Trust.
- 5% Other - In collaboration with the Retirement Administration Service Center, Systemwide Human Resources Total Rewards, Benefits Information Systems, UCPath Center, tax, legal and other units or outside consultants as needed, deliver accounting and reporting solutions that support the recruitment and retention of world-class faculty and staff and supporting University members with their pension and health & welfare benefits.

The University of California, Office of the President, is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range shows the growth potential for this position and the pay scale is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
