Web Application Developer Sr.
Job Description
The Office of Applied Innovation seeks a Front-End Developer to design, develop, and implement front-end software for various interactive visual web applications. This individual will design and build applications and visualizations that will inform actions that policymakers, investors, and civic leaders can take to address and improve the underlying social conditions that influence educational outcomes and economic mobility.
The Office of Applied Innovation team uses clear data visualization to present information to practitioners, community members, and policymakers to help guide their decision-making. Through the development of impactful web applications, this role will advance the Office's mission to leverage emerging scientific, technological, design, and policy innovations to understand the current state of education and economic mobility in Arizona and the United States. Successful applicants will use their technical skills to arm and empower stakeholders to maximize communities' potential so that residents experience an excellent quality of life and contribute to a healthy and vibrant economy.

Essential Duties
- Works with team to establish and improve front-end development standards, including architecture of web components, approach to styling, high-quality graphic standards, brand consistency, and user interface standards
- Designs, develops, builds, and tests beautiful, frictionless visualization experiences on mobile and desktop
- Provides input and assists in developing back-end system
- Tests, troubleshoots, debugs, and optimizes software to ensure responsiveness, efficiency, and accuracy;
- Creates security and data protection settings
- Creates and maintains requirements, guides, and technical documentation;
- Work with data scientists and analysts to improve software
- Works with our internal teams and community stakeholders to translate high-level objectives into user flows, wireframes, mockups, and prototypes that lead to intuitive user experiences and can be used to direct development and implementation
- Engage problem-solving skills on various technology-related projects and take on other tasks as assigned or directed
Minimum Qualifications
Bachelor's degree Information Technology, Computer Science or closely related. 5 years web, graphic design and database including creating and updating table structures and views as well as CSS development.
Desired Qualifications
- Front-end experience (5 years)
- Demonstrated knowledge of front-end design and development, with demonstrated skill working with HTML, CSS, Javascript and at least one Javascript framework (e.g. React, Node.js, Angular)
- Experience developing complex data visualizations with knowledge of data visualization libraries (e.g. D3, Highcharts, eCharts)
- Demonstrated knowledge of typography, color, contrast, information architecture, layout, and composition with attention to detail and user experience
- Experience consuming RESTful web services
- Demonstrated knowledge with RDBMS datastores (e.g. MS SQL, Postgres, MySQL)
- Experience in back-end web programming
- Capable of creating designs and prototypes that are ready for implementation
- Experience developing responsive design for both desktop and mobile browsers
- Demonstrated knowledge of the full development software lifecycle with the ability to contribute to all steps: design, prototype, development, delivery and deployment, and ongoing iteration and maintenance
- Experience with user testing, collecting feedback, and modifying designs based on those learnings
- Experience collaborating with both technical and non-technical team members
- Security and quality-minded
Working Environment
- Activities are primarily performed in a regular, climate controlled office setting subject to extended periods of sitting, standing, walking.
- Visual acuity and manual dexterity associated with daily use of desktop computer; bending, stooping, reaching and lifting up to 20 pounds.
- Ability to clearly communicate to perform essential duties.
- Regular review of completed tasks.
