About the Department
The University Controller’s Office is a department under the Finance Division. The office has business units covering the following areas; Cash Management, Banking and Merchant services; General Accounting, Financial Reporting and Taxation; Accounts Payable; Business Systems; Payroll and Debt Management.

The University Controller’s Office is responsible for fiscal accountability, accuracy and reporting of a $2.3 billion enterprise, including timely and accurate payment of monthly and biweekly wages to over 18,000 staff, faculty, student workers and temporary employees, over 110,000 vendor payments annually and management of a $480 million external debt portfolio.
University Payroll is responsible for: 1) timely and accurate payment of wages to approximately 11,300 monthly and 14,500 biweekly staff, faculty, undergraduate and graduate student workers, postdocs, foreign national, and temporary employees with an annual payroll of over $1.2 billion; 2) proper deduction, monthly plan reconciliation and vendor payment of three mandatory, 38 voluntary and 60 statutory (garnishment) deduction plans, including the employer’s matching contributions for retirement and health insurance; and 3) compliance for, payment to, and proper reporting of wages and tax withholdings to the federal government, approximately 40 states, and two foreign tax agencies.
Essential Job Duties
The Foreign National Tax Manager at NC State University, reporting to the Assistant Payroll Director, oversees international payroll administration, ensuring compliance with tax laws for foreign nationals and managing relationships with tax software vendors.
This role offers a unique opportunity to manage complex international payroll processes at NC State, ensuring compliance with tax laws and fostering collaboration across departments.
Key Responsibilities:
  • Interpret and ensure compliance with tax laws for foreign nationals, including eligibility for compensation and taxation of various forms of reimbursement.
  • Collaborate with peers to adapt tax laws for special situations, implement system modifications, and apply necessary workarounds.
  • Assess individual tax requirements using Windstar software, IRS, SSA, and state regulations, input withholding requirements into HR systems, and monitor for changes.
  • Balance 1042 tax files and produce 1042S Wage and Tax statements at year-end.
  • Facilitate completion of new tax withholding forms for visitors eligible for tax treaty benefits at the beginning of each calendar year.

Qualifications


Minimum Education and Experience
Bachelor’s Degree in Business Administration, Public Administration, or related business area and three years of professional accounting experience, of which at least one is supervisory; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Other Required Qualifications
  • Familiarity with the Financial and Human Resources components of an ERP System and Microsoft Office (or similar software).
  • Understanding of payroll issues that are unique to a complex research university such as payments to foreign nationals and individuals in other states and abroad, complex time and effort tracking and reporting, and payroll system accommodations for individuals with unique paid and non-paid relationships with the University.
  • Proactive customer service with excellent oral and written communication skills, as well as editing skills.
  • Statistical, analytical, and computational skills, with a detail orientation.
  • Ability to adapt to new situations, people, ideas, structures, procedures, etc. to accommodate an evolving work environment.
  • Integrity and excellent professional judgment. Discretion with highly confidential information.
  • Ability to develop and maintain professional and collegial relationships with peers, customers, administrators, etc.

Preferred Qualifications
  • Experience with tax requirements and filing of required IRS documents related to foreign nationals.
  • Experience with basic immigration requirements for foreign nationals.
  • Higher education tax experience a plus.
