U.S. Department of State Bureau of Political-Military Affairs (PM/WRA) administers the U.S. Conventional Weapons Destruction (CWD) foreign assistance program to reduce the harmful worldwide threat of at-risk, illicitly-proliferated, and indiscriminately-used conventional weapons of war. We are seeking a FDK Senior Fellow (Institutional Research Analyst).
Specific Duties & Responsibilities:
The FKD Senior Research Associate performs program management and public outreach duties that directly affect Department-funded CWD assistance initiatives around the globe to include:
- Monitor and evaluate new and existing USG-assisted CWD programs and projects for an assigned geographic area to ensure attainment of program goals and objectives; assist with program assessment visits to monitor field operations and ensure that implementers are meeting CWD goals and objectives.
- Develop statements of work (SOWs), statements of objectives (SOOs), and other documents that define PM/WRA requirements, goals, and objectives for projects implemented via contracts, grants, interagency agreements, and other business instruments.
- Edit and review the Department of State’s annual report “To Walk the Earth in Safety”, write State Department DipNote blog posts, draft tweets for the PM Bureau’s Twitter account, and draft and review PM/WRA’s Safe Passage and Granted! newsletters.
- Submit Fellowship-related public relations content to CGPO approximately once a quarter, in particular following any international travel.
Minimum Qualifications (Mandatory):
- Bachelor’s Degree.
- One year of relevant experience at DOS PM/WRA.
- U.S. Citizenship is required. Employment is contingent upon Research Associates maintaining a SECRET security clearance.
Preferred Qualifications:
- Master’s Degree in Global Security or related fields.
Special Knowledge, Skills & Abilities:
- Ability to communicate effectively, both orally and in writing, with a wide range of international stakeholders.
- Demonstrated experience conducting substantive research on trends, challenges, and developments in global security.
- Demonstrated experience in the analysis of foreign policy and/or assistance programs and in drafting substantive written memoranda, guidance products, handbooks, manuals, or other resources based on findings. Experience conducting these functions independently with minimal guidance, revisions, or corrections preferred.
- Demonstrated ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times.
- Proficiency in computer and web-based applications including Microsoft Office suite and Adobe Acrobat.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing.
