ORGANIZATIONAL SUMMARY:
The Institute for School-Community Partnerships, Integrated Services, and Child Mental Health and Educational Policy (ISCP), which is part of the College of Education, envisions that all schools in the state of Florida and nationally will have the capacity to provide a safe, effective, and efficient environment to continuously improve the academic, social, and emotional growth of all students and to actively engage families and communities in education. The ISCP's nearly $23 million budget is derived from grants from federal, state, and private sources. It is the mission of the ISCP to implement and evaluate research-based and innovative practices in school and community settings. This is accomplished through (a) training, technical assistance, and support to key partners; (b) community-engaged research and program evaluation to inform key partners' decision making; (c) the development of research and evidence-based documents, tools, and resources to support implementation and evaluation activities; and (d) supporting the infrastructure and capacity of key partners to implement and evaluate federal and state educational policy.
POSITION SUMMARY:
This position manages business support services for several large and complex sponsored projects (grants). The responsibilities of this position include administrative management of the following: purchasing, budgetary planning, fiscal and administrative compliance, travel, and human resource administration for complex grants.
RESPONSIBILITIES:
Monitors budgets and reviews budget records for large complex grants. Prepares budget reports and projections for review. Manages the financial administration of external and internal grants and contracts (e.g., federal, state, foundation, internal accounts). Processes purchasing and travel requirements for the grants and contracts. Oversees appropriate signatures and approvals are obtained for all purchases. Prepares/processes/submits all subcontract grant applications from beginning to closing. Responsible for effort reporting processes, timeliness of certifications, and completion of certifications. Designs, develops, implements, and maintains a fiscal management system for post award grant management, and contract/grant closeout.
Develops and implements business and fiscal processes to ensure compliance with state, federal, and university requirements. Keeps up-to-date and interprets changes in university, state, federal and policies and regulations.
Oversees payroll and leave for grant-funded employees. Manages HR-related issues, including hiring, salary increases, promotions, terminations, layoffs, and extra compensation. Coordinates recruitment of new employees. Ensures timely and accurate administration of payroll, timesheets, certification, and leave administration. Develops the training manual and the process for all paperwork and policies for USF and the federal and state grants to assure compliance. Ensures each supervised staff member and other staff assistants follow the procedures put together for compliance with USF, RFM, and the federal government.
Initiates and oversees all sub-agreements, including executing contracts and processing reimbursements.
Manages pre-award grant support for affiliated researchers. Conveys proposal guidelines to researchers. Reviews applications for research projects for format and completeness. Reviews award budget and expenditures (expenses, equipment, and salaries) for compliance with grant terms and unit guidelines. Reconciles projects every month, prepares documents to correct expenditures in keeping with the budget categories, and maintains supporting documentation. Assists with budget and activity reports on active grants to Sponsored Research. Keeps statistics on unit research activities. Coordinates internal proposal submission and approval. Meets with faculty regarding budget questions and resource commitments. Provides assistance and guidance to facilitate the development, administrative review, and funding process for researchers. Collaborates with other institutions and units within the university on pre-award support.
Performs other duties as assigned.
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and four years of professional business experience; or a Master's degree in the same fields and two years of experience. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required experience.
PREFERRED:
This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and four years of professional business experience; or a Master's degree in the same fields and two years of experience.
Prior experience with managing external grant administration and pre-award grant support.
