Job Description:

POSITION TITLE: Fiscal Analyst

DEPARTMENT: Administration and Finance

PRIMARY LOCATION: Fall River

REPORTS TO: Comptroller

POSITION STATUS: This is a full-time, non-unit position with benefits.

SALARY:  $81,751.30 - $90,238.14*

 *Hiring salary Grade 9, commensurate with education and experience.

STATEMENT OF DUTIES:

The Fiscal Analyst leads the college budget process by overseeing the planning and analysis of the operating budget. This role collaborates with college stakeholders in the budgeting process, provides support to several college committees ensuring the budget aligns with Bristol's Strategic Plan, and works in conjunction with financial leadership in the development of analysis, reporting, and financial decision-making, among other duties. 

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:

  • Responsible for the planning, development, implementation, auditing, and maintenance of all budget activity including the college's strategic plan, as well as generating financial reports and updates for the college's Board of Trustees.  
  • Develop an operating budget that incorporates the college's strategic objectives. 
  • Develop a comprehensive annual operating budget by programs or campus locations, while ensuring the financial integrity of the campus. 
  • Assist in development, recommendation, and implementation of models and methodologies that support short and long-term budget planning. 
  • Prepare quarterly and annual budget reports for the Board of Trustees' review. 
  • Develop and implement budgetary reporting in collaboration with administrators and budget monitors to provide accurate and timely reporting designed for various campus constituencies, such as, but not limited to, senior leadership and the Board of Trustees, to support program and department needs. 
  • Routinely forecast and analyze student tuition and fees revenue, including multi-year forecasting. 
  • Prepare internal and external reports. 
  • Provide support and assistance to leadership and department heads in the short-term, annual, and strategic planning of their respective budgets for new or expanding programs and administration of and compliance with college budgeting policies. 
  • Monitor budget objectives by analyzing variances and initiating corrective actions; make recommendations for an effective course of action or strategic solution as necessary. 
  • Prepare and monitor full-time labor and adjunct faculty projections throughout the year for all funding sources in partnership with Payroll, General Accounting, and grant recipients to ensure payroll expenses are appropriately allocated. 
  • Work collaboratively with fiscal staff on grants, contracts, and capital-based budgets.
  • Track, report, and generally oversee capital project budgets. 
  • Engage with the President's Leadership Team to collaboratively accomplish all budgeted objectives. 
  • Perform and/or oversee analysis and processing of budget transfers. 
  • Conduct budget training for college employees. 
  • Demonstrate a sense of professionalism and consistently reflect Bristol's core values when interacting with members of the Bristol community. 
  • Focus on the Commonwealth's Equity Agenda by applying related best practices throughout all job functions. 
  • Participate in ad hoc finance initiatives. 
  • Performs other duties as assigned. 


Requirements:

EDUCATION AND EXPERIENCE

REQUIRED QUALIFICATIONS:

NOTE: Unless otherwise noted, all required qualifications must be met by date of hire.

  • Minimum of a Bachelor's degree in accounting, business administration, finance, or a closely related field.*
  • Minimum of four (4) years of experience as a financial analyst or similar position.* 
  • *An equivalent combination of education, training, and experience shall be considered.
  • Demonstrated experience involving the preparation, justification, and analysis; or the control and administration; of a budget or budgetary program. 
  • Good interpersonal skills and proficiency in oral and written communication. 
  • Ability to assume responsibility and initiative to prioritize emerging issues and handle concurrent tasks. 
  • Ability to analyze situations accurately, and develop recommendations for an effective course of action or strategic solution. 
  • Ability to communicate effectively to present complex budget information in a clear, concise, and professional manner. 
  • Demonstrated proficiency with Microsoft Office 365 applications. 
  • The ability to work effectively with a diverse student body, faculty, and staff.

PREFERRED QUALIFICATIONS:

  • Minimum of a Master's degree in related field.
  • Demonstrated experience with Ellucian Banner Finance system. 
  • Familiarity with the Massachusetts Management Accounting and Reporting System (MMARS). 
  • Demonstrated experience working in higher education. 
  • Ability to communicate in a language in addition to English.
