Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Fire Sprinkler Technician for Emergency Services. In accordance with university procedures, NJ Division of Fire Safety Standards, NFPA standards and Factory Mutual Insurance requirements, conducts inspections, tests, maintenance and repair on water based fire suppression systems and interfaced equipment, including but not limited to fire pumps, fire sprinkler systems, fire standpipe systems and interfaced alarm equipment throughout all university buildings and structures as directed.  As a uniformed member of Emergency Services, shall observe and report public safety hazards through the appropriate chain of command and emergency issues directly to the appropriate public safety communications center. 
Among the key duties of this position are the following:
  • Performs required periodic inspection, testing, maintenance and repair of water-based fire protection systems throughout all University buildings and structures as assigned. 
  • Performs inspections and tests as assigned such as, but not limited to weekly, monthly, quarterly, semi-annual or annual inspections or testing as assigned.  
  • Ensures a reasonable degree of protection for life and property from fire through minimum inspection, testing, maintenance and repair methods for water-based fire protection systems. 
  • Performs all required tests of emergency systems; evaluates the operational adequacy of all systems tested. 
  • Witness’s test of fixed suppression systems and standpipe systems when assigned to third party vendors. 
  • Evaluates the performance of contract vendors in accordance with performance specifications and code requirements and all other related duties as assigned.
  • Conducts flow tests of water distribution systems, standpipe systems and automatic sprinkler systems. Evaluates performance of these systems.
  • Performs fire protection system impairments when approved by the university impairment coordinator.  
  • Performs required notifications to Factory Mutual, alarm monitoring station and others as required.  
  • Updates the university impairment coordination system upon impairing a system or restoration of service.  
  • Performs all necessary tests following an impairment and documents all activities as appropriate.
  • Prepares all required inspection reports, maintenance reports, service orders and related documentation in all appropriate systems or logs to document activities performed.

Minimum Education and Experience
  • Associate Degree in Fire Science Technology or two years of experience in inspection, testing and maintenance of water based fire suppression systems.

 
Certifications/Licenses
  • Certification of NICET I in Inspection and Testing of Water-Based Systems is mandatory for entry into this position.
  • Valid New Jersey driver’s license and two years safe driving experience.

Required Knowledge, Skills, and Abilities
  • Ability to properly interpret New Jersey Fire Safety Statutes, Regulations and referenced standards and possess the skills to transmit that information to the public in both oral and written form. 
  • Ability to utilize computer equipment for maintaining inspection records, preparing service reports, and for other correspondence. 
  • Basic computer knowledge (word/outlook/excel etc.). 
Preferred Qualifications
Equipment Utilized
  • Familiar with the operations and use of sprinkler fitter equipment and test equipment, such as but not limited to, pipe wrench, pipe threading machine, pipe grooving tools, internal pipe camera hose monster, pitot gauge etc. 
Physical Demands and Work Environment
  • This position requires extensive walking, climbing of stairs and ladders, traversing narrow runways and catwalks, and reaching roof areas of buildings. Also required is the continuation of inspection task in all types of weather.  Must be capable of utilizing heavy tools and ability to lift and move sprinkler pipe as needed.  Must be capable of working in tight spaces as well as extensive work overhead.
Special Conditions
  • Certifications preferred upon hire, but must be obtained within 18 months of employment are: NICET II in Inspection and Testing of Water-Based Systems, Certification from the NJ Division of Fire Safety as a Fire Sprinkler System inspector, Certification by the NJ Division of Fire Safety as a Fire Inspector. Each of these certifications are required to continue in this position.  
  • Required to obtain each certification at his/her own expense and on his/her own time within the 18 months of employment.  Failure to obtain the required certifications may result in termination.
  • Required to pass a complete background investigation by the University Police Department and/or University background vendor.
