Department Description

The California National Primate Research Center (CNPRC) is an Organized Research Unit which conducts interdisciplinary research programs on significant human health related problems where non-human primates are the animal models of choice. In addition to its major efforts in the area of research, the CNPRC is also committed to its missions of teaching and service.

 

Job Summary

Reporting to the Associate Director of Administration and Operations, the Assistant Director of Finance will provide day-to-day analytical and strategic financial leadership to the CNPRC Finance Office. The position will oversee a team of analysts and research administrators with functional responsibility for operational and grant and contract accounting, recharge operations, sales and service agreements, accounts receivables, payroll reconciliation, and managerial and analytical financial reporting. Primary responsibilities include the production of financial reports for investigators and leadership to inform strategic financial decisions and to ensure proper controls are in place to prevent deficit spending and to ensure compliance with regulatory and institutional policies. The incumbent will ensure proper controls are in place to mitigate risk and ensure the center complies with generally accepted accounting principles (GAAP). The Assistant Director must maintain oversight of accounting records, supervise the team processing financial transactions and ensure activities adhere to state, federal, and institutional standards for all sources of funding. They will also serve as the Financial Officer for the center and have oversight of an operating budget exceeding $66M per year, inclusive of an annual extramural grant portfolio of approximately $45M per year and recharge activities totaling $20.6M in annual expenditures. Directly oversees the annual recharge and per diem rate setting process with internal and external partners. Assist units in interpretation of specialized operating policies/regulatory procedures for sponsored activity and ensure the finance team maintains a high level of customer service for investigators, funding agencies, staff, and collaborators. Oversee financial accounting and reporting for renovation and construction projects, with complex restricted funding allocations and reporting requirements. Present financial data at meetings for diverse stakeholder audiences and keep community members apprised of the financial state of the CNPRC and their individual area of management. Manage and coordinate use of the various Director’s funds and initiatives. Ensure proper donor stewardship and reporting of gift funds and discretionary income.
Develop innovative solutions to a full range of business and management problems and serve as trusted resource to the Director, Associate Directors, Unit Leaders, and Core Leaders in financial decisions making relating to grants, recharge and per diem activities. In collaboration with the Associate Director and internal stakeholders, oversee the yearly budget process and budget forecasting activities.

WORK ENVIRONMENT

  • Measles vaccination or proof of illness required. This position is subject to Medical Surveillance procedures and review in accordance with Federal and State Laws and Regulations and University Policy.
  • Must be willing to work in an administrative role in a Bio Safety Level (BSL) 1-3 facility where nonhuman primates may be either naturally or experimentally infected with potentially hazardous diseases such as HIVSIV, or Herpes B virus.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:

  • Master’s degree in accounting, business administration, public administration, finance and/or equivalent experience/training.
  • Professional level of experience in accounting and finance, with significant responsibility for budgeting, forecasting, and financial analytics for a large, complex organization.
  • Progressive experience in grant and contract administration, preferably at a large academic research institution with a focus in both pre- and post-award financial compliance.
  • Experience managing a team in a similarly complex environment.
  • Experience in financial forecasting and the development and use of sophisticated tools and financial models to monitor funds, assess, and manage risk, make projections, and design financial and management reports.
  • Applied knowledge and experience working with GAAP, FASB, OMB Circular A-21, Cost Principles for Educational Institutions), OMB Circular A-110 (Administrative Requirements for Grants and Agreements), OMB Circular A-133 (Audits of States, Local Governments, and Non-Profit Organizations), Specific Fund Management rules and requirements for contracts and grants.

Minimum Knowledge, Skills, and Abilities (KSA):

  • Knowledge of sponsored grant administration in a university or non-profit environment, which includes knowledge of sponsored programs management, integrated business processes, federal and state regulatory compliance in financial management, accounting, extramural funds, and resource planning/risk management.

 

PREFERRED QUALIFICATIONS

Preferred Education/Experience:             

  • Master’s degree in business administration or Graduate degree in accounting, finance, business, or economics, and/or equivalent experience/training.
  • Professional experience to include cost accounting along with development of indirect cost rates and experience working in a self-supporting or revenue-generating organization.

  • Ability to work effectively with a variety of constituents – internal staff members, senior leadership, and external partners.
  • Proven capacity to derive insights from data, present data orally and visually, and make strategic business recommendations.
  • Effective negotiation skills and ability to communicate effectively, both verbally and in writing with superiors, colleagues, and individuals.
  • Technical expertise in MS Office, including Word, Excel, PowerPoint, and Outlook; and knowledge of financial technologies and systems, and business analysis skills to define user requirements and advise on financial systems development.
  • Knowledge of business practices and understanding financial systems (general ledger, etc.), knowledge of UC and federal accounting and audit principles and procedures, and knowledge of federal budgeting processes, financial reporting requirements and policies regarding the use of funds
