Department Description

The Division of Student Affairs dedicates itself to advancing the university’s mission by providing programs, services and facilities that foster academic success, student development and campus community. The Division Resource Finance team manages a $650M operating budget consisting of revenue, sources, expenses and uses. The Department of Student Affairs Divisional Resources Finance supports the budget, finance, and business service components of the work of all departments within the Division of Student Affairs.



Job Summary

Reporting to the Director of Contracts and Financial Initiatives, perform as financial and subject matter expert with an advanced degree of knowledge and with a high degree of independence and autonomy on a day-to-day basis. This person will handle grants in various stages, complex pre-award proposals and funding sources invoicing and reporting, as well as Fiscal Close, Grant Fiscal Close, and closure of grant. Using advance concepts, develop budget systems, budget controls, forecasting and reporting in support of the Student Affairs Divisional Resources. Prepare detailed reconciliations, complete expense & fund transfers and allocate indirect overhead costs. Advise unit Managers and Directors on budgetary trends, annual and monthly income and expense allocations, financial and statistical reporting matters. Develop and provide monthly Profit & Loss statements and/or Sources & Uses reports for leadership. Participate in administrative policymaking and formulating policy recommendations. Provide technical financial analysis, including budget analysis, projections, and other related duties. Serve as primary financial analyst, compliance officer and resource manager for area specific operational activity as well as work with Principal Investigators to accomplish project goals and objectives. Develop and direct special projects as assigned and make recommendations to Student Affairs Director of Contracts and Financial Initiatives and areas of leadership based on complex analytics. Track carryforward projects and balances from prior years and monthly spending on new projects ensuring that project budgets do not exceed. Manage contingency funding and overall annual carryforward balances. Finalize project funding as they are completed. Maintain comprehensive budget and reporting software in support of the operational budgets and reconcile against the campus general ledger. Act as a subject matter expert for Contracts and Grants team, in areas such as grant budgeting, cost principles, compliance, problem solving, award processing and effort reporting as well as work with Contracts and Grants (CGA) and Sponsored Programs Office (SPO).

WORK ENVIRONMENT

  • This position is subject to pre-placement screening provided by Occupational Health Services. Pre-placement screening will consist infection control testing that includes blood tests for TB screening and other infectious diseases and may include a physical exam, provided by Occupational Health Services, given at no charge to the applicant. This is done to meet Federal, State and University requirements.

MINIMUM QUALIFICATIONS

Minimum Education/Experience:           

  • Experience coordinating and completing projects requiring interactions with many individuals, working with minimal supervision and taking initiative to follow up on projects.
  • Experience with fund accounting and generally accepted accounting principles (GAAP) and techniques, including experience with Chart of Accounts creation and management.

Minimum Knowledge, Skills, and Abilities (KSA) :

  • Interpersonal, customer service and communication skills to interact and communicate clearly, tactfully and effectively in person, by telephone and in writing.
  • Skills to implement and maintain effective accounting and budgeting principles and systems, including cost controls, auditing, fund accounting and cost accounting.
  • Analytical and problem-solving skills to independently research develop and recommend solutions to complex financial problems and issues.
  • Analytical skills to read, analyze, and interpret technical and financial reports to facilitate decision-making. Knowledge using excel, word, Outlook and Zoom.

PREFERRED QUALIFICATIONS

Preferred Education/Experience:           

  • Experience working with complex grants with multiple sources of funds, including Federal, State, Local and private.
  • Experience in auditing, handling of complex data as well as well as Interpersonal Communication and customer skills to effectively communicate with different levels of leadership including external agencies such as Government Officials and private donors.
  • Experience presenting complex financial data, providing strategic solutions and a high degree of knowledge in the accounting and finance fields.

Preferred Knowledge, Skills, and Abilities (KSA) :

  • Understanding of new Common Chart of Accounts & Aggie Enterprise system, as well as Kuali Financial System, Decision Support, UC Path, Aggie Life, Fusion, Freedom Pay, Aggie Service, Aggie Budget, Aggie Travel, Aggie Buy and GREAT systems.
  • Knowledge of factors influencing revenue and expense streams for various fund sources.
  • Advanced level knowledge of Excel.
  • Statistical skills to compile, analyze, and present financial data in a clear and concise format.
