AIR is currently seeking a Financial Analyst - International to join our Contracts & Finance Operations team. The position resides in the program finance unit and reports to a Finance Director for one of the program areas. The position assists the Program Finance Lead with financial management aspects in support of Program operations, including tracking and analyzing a significant project portfolio and indirect expenditures, and for serving as liaison between multiple departments of the Contracts & Finance Office and operations programs.

 

Candidates hired for the position can work remotely or from any domestic United States AIR office .

The responsibilities for the position include:

  • Financial data reporting and analysis needs from the perspectives of both Program management (client project, indirect and investment finances) and the Contracts and Finance Office (corporate annual budget and indirect expense management).
  • Providing expertise to program operations staff throughout the entire project life cycle, including but not limited to project pricing, project planning, execution, and closeout.
  • Supporting the Program Finance Lead to lead monthly project scope/budget reporting and review meetings, Functional Team scope/budget reporting and review meetings and IR&D scope/budget reports and review meetings.
  • Supporting negotiations with major vendors and subcontractors and subsequently tracking and managing their post-award financial performance.
  • Monitor, forecast and report financial performance of project and Program direct and indirect initiatives, budgets/targets, including but not limited to those for revenue, components of revenue, profit/fee, labor utilization, indirect costs, investment costs, backlog, receivables, and unbilled receivables.
  • Ensure timely preparation of all client billings, review and approve the same prior to submission to the client and address collections on invoices not paid promptly.
  • Provide financial basics training, and promote financial knowledge among the Program operations staff in support of project budgets and increase financial understanding via outreach and communication especially in high-risk areas such as compliance, fixed price contracts, etc.
  • Assist in identifying cost variations or other project and Program risk areas; assist in developing mitigation plans and document all for later use in audit support.
  • Support pricing for proposals.
  • Demonstrate a high level of service delivery; does what is necessary to ensure customer satisfaction and prioritizes customer needs.


Education, Knowledge, and Experience:

  • Bachelor’s degree in Finance, Accounting, Business Administration or Economics or commensurate experience.
  • Minimum 5 years of relevant work experience, working in the areas of federal government, state & local and commercial contracting.
  • At least 3 years of experience with projects funded by USAID or other international funders.
  • Demonstrated experience in finance and cost accounting, proposal pricing, budgeting.
  • International field office financial management experience a plus including U.S. dollar to local currency exchange rate conversions.

Skills:

  • Strong knowledge of the Federal Acquisition Regulations (FAR) and various contract types, agreements, and grants.
  • Fine attention to detail, the ability to deal with confidential information, high level of proficiency in accounting systems (preferably Deltek Costpoint, QuickBooks and Cognos analytics).
  • Strong work ethic, flexibility, and ability to consistently meet established timelines.
  • High level of initiative, team oriented and collaborative.
  • Demonstrated critical thinking and problem-solving skills.
  • Effective communicator continually demonstrating sensitivity to diversity, equity, and inclusion.
  • Advanced skills in MS Excel, including experience with large data sets and complicated budgets.
