The Finance Manager, oversees all fiscal operations for the Clinical and Translational Science Institute (CTSI) and is dedicated to advancing translational research at Ohio State and Nationwide Children’s Hospital. This position serves as a key member of a highly functional and dynamic administrative team within a complex, distinguished, interdisciplinary institute spanning various disciplines and multiple organizations. The Manager, Finance Operations serves as a principal advisor to CTSI leadership and works closely with CTSI’s Director and Administrative Director to provide long-term leadership as well as day-to-day support to the research activities and staff within. The Manager, Finance Operations also co-manages (with the Administrative Director) the data management of the CTSI and develops strategies to ensure quality control and financial health.
The Finance Manager is responsible for the optimization of resource allocation across CTSI’s complex portfolio of programs, services, and auxiliary operations. They oversee daily financial operations and ensures accurate and timely processing of all financial transactions; monitors budget performance, performs reconciliation, and takes corrective action when needed; maintains and assembles data from a variety of sources to produce various financial reports and visualizations, including budget versus actual performance, program metrics and key performance indicators; delivers and presents financial reports to senior leadership and various stakeholders to support strategic decision-making and program deliverables; possesses a thorough understanding of the CTSI, programs/cores, business environment and strategic plan; possesses and applies a developed financial knowledge and an advanced understanding of concepts, principals, and technical capabilities needed to manage a wide variety of projects with a focus on grant related financial management; collaborates with various partners to develop assumptions for forecasting, analysis and other financial studies that provide fact based analysis on results, trends and financial projections; represents CTSI during the university’s annual budget process; provides assistance on funding proposals as needed.
The Finance Manager also provides direction on administrative and operational processes including performing tasks related to payroll and HR reconciliation; oversees overall department compliance; identifies opportunities to enhance financial processes and implement best practices; develops and maintains financial policies and procedures to ensure operational efficiency and compliance with federal, university, and medical center regulatory requirements and internal controls; identifies financial risks and develops strategies to mitigate them; provides information on College of Medicine and Ohio State policies and procedures to CTSI faculty and staff; manages relationships within the organization, with venders, with peer institutions, and community organizations, including with CTSA grant subawards.
This position will also be responsible for program data and related metrics, which will include planning, developing, tracking and executing reports; initiating process improvement activities realized through program metrics, and ensuring programmatic deliverables are in alignment with the strategic plan of the CTSI. Assists with the evaluation and effectiveness of current CTSI programs and uses expertise and knowledge of NCATS to propose new programs that align with our strategic plan; preparation of reports to the NIH, NCATS, CTSA; development of policies and procedures to capture CTSI outcomes and impacts; active participation in CTSA Consortium groups as needed; assists the Administrative Director with implementation of special projects; directs management of the CTSI in absence of the Administrative Director; and other administrative duties as assigned
Minimum Education Required
Bachelors degree in Business or related field or equivalent combination of education and experience required
Additional Education Desired
Master’s degree in business preferred.
Required Qualifications
Five years of financial/accounting experience required, 8 – 12 years preferred; knowledge of accounting principles and applications is required; proficiency with Workday desired; knowledge of University and grant fiscal policies and procedures desired; must have strong quantitative skills; excellent analytical, problem-solving, and organizational skills; effective communication skills (both written and oral); demonstrated ability to use technology, including spreadsheets and complicated reporting systems. Requires successful completion of a background check. Candidate may be requested to complete a pre-employment physical including a drug screen.
Additional Information:
Knowledge of grant application and management procedures and requirements for the National Institutes of Health (NIH), other federal sponsors and foundations desired; experience in a progressively responsible grant management desired
