  • The CFO for CSTEM provides executive level support, and assistance to the dean, associate dean, college management and administrative staff on budget development, preparation, monitoring and management.
  • Assists in projection of budget needs and provides data on current and prior year’s expenditures.
  • Assists in strategic planning for the college.
  • Works independently within general guidelines from the dean to manage financial resources of the College, as described in following position responsibilities/duties:

Required Qualifications
  • A Bachelor’s degree in business administration, accounting, economics or a related field and five (5) years or more of progressively responsible experience directly related to the duties and responsibilities assigned, which includes at least three (3) years or more of managerial experience. A Master’s degree in a related field may be substituted for up to one (1) year of the required experience.
  • Progressive experience using financial and quantitative tools for modeling, analysis and reporting, and the ability to think strategically and analytically, solve problems and make solution-oriented recommendations and decisions
  • Demonstrated experience with database and spreadsheet creating and management, specifically Excel.
  • Demonstrate high degree of interest, ability, and/or experience promoting cultural competency and diversity.
Preferred Qualifications
  • Certified Public Accountant (CPA) or Master of Business Administration (MBA)
  • Knowledge of University policies and procedures, state appropriations, budgetary, and accounting systems
  • Knowledge of Banner or other equivalent large, complex, multi-dimensional data or information system.

Other Skills and Abilities
  • Ability to interpret a variety of materials, handle complex issues and resolve conflicts.
  • Ability to explain content and implications to persons without a financial background.

    Responsibility / Duty
    Financial and budgetary oversight:
    • Develops, manages, oversees, monitors, and reconciles college’s budgets including direct interaction and decision making with department chairs and program directors.
    • Provides guidance to departments in development, implementation, and monitoring of institutional and biennial budget requests.
    • In collaboration with the dean, identifies college’s budget resources utilization and funding needs that are presented to the University President, Academic Affairs, and Business & Finance Administrators. This financial report is prepared and presented to Academic Affairs and Business & Finance.
    • Collaborates with the dean to identify areas for budget adjustments; makes recommendations; and calculates budget adjustment impact based on scenarios.
    • Examines the College’s original budget reports and comprehensive budget level reports from Budget Services for accuracy, then disseminates the financial reports to department chairs and staff.
    • Creates cost analysis and forecasts budgetary needs for the college or departments based on spending trends and revenue flow in self-support budgets and recommends adjustment.
    • Updates the dean of budget availability, encumbrances, commitments, and internal or external funding requests for college. Communicates dean’s decisions and requests to university administration on budget and fiscal matters, as appropriate. Serves as the principal advisor to dean and department chairs/program director in regard to budgetary, as appropriate.
    • Coordinates with the dean and Academic Affairs to ensure appropriate funding for college personnel requirements.
    • Identifies budgetary concerns and recommends solutions.
    • Monitors EWU Foundation fund balances and approves expenses as appropriate.
    • Generates college-wide funding distribution model for all college self-support programs.
    • Provides budgetary support for grants and contracts.

    • Advises and disseminates information related to policies and procedures and provides budget and workload analyses for department/programs.
    • Monitors faculty workloads for accuracy with associate dean.
    • Calculates and tracks college’s and department’s FTE Faculty to FTE student ratio.
    • Participates in strategic planning and program management decisions having fiscal implications as part of management team.
    • Creates statistical reports to justify funding of new and replacement faculty positions requests from the dean in support of strategic plan/mission.
    • Analyzes staff position descriptions to suggest classifications’.
    • Trains college department staff on fiscal matters and use of financial reporting system (Banner) to understand and monitor department budgets.
    • Reviews travel requests and expense reports for accuracy and compliance.
    • Advises dean and department chairs/program director(s) about personnel issues as appropriate.

    • Assists in administering personnel practices and procedures. Reviews information, analyzes and provides counsel and recommendations on areas for improvement.
    • Administers graduate services appointment process.
    • Coordinates summer session appointments.
