Field Quality Manager

Join Berkeley Lab's dynamic team as we seek a visionary Field Quality Manager to spearhead our quality in our Projects and Infrastructure Modernization Division (PIMD). In this role, you'll be at the forefront of cutting-edge projects, from constructing state-of-the-art research laboratories and data centers to enhancing critical infrastructure.

 

Reporting directly to the Assurance Program Manager, you'll serve as the anchor for quality assurance in the field. This position ensures seamless collaboration across the laboratory, guaranteeing that every project meets our exacting standards. From overseeing contractor quality control to coordinating with third-party laboratories, you'll be the driving force behind our commitment to excellence. What You Will Do:

  • Review project specifications and conduct material receipt inspections.
  • Issue non-conformance reports and reviewing material test reports.
  • Conduct preparatory meetings for definable features of work.
  • Review and implement subcontractor quality assurance plans.
  • Ensure compliance with industry standards and building codes for third-party inspectors' work.
  • Conduct or oversee source inspections to ensure compliance with project specifications.
  • Assure subcontractors' quality control, inspection, and testing activities meet building code requirements.
  • Perform safety inspections and communicate with stakeholders such as EH&S and building officials.
  • Support investigations, assessments, and corrective action plan development.
  • Assist in updating and developing quality management processes.
  • Interpret and comply with Lawrence Berkeley Lab (LBL) and Department of Energy (DOE) standards.
  • Document quality assurance activities and updating specifications.
  • Support full life-cycle implementation of construction QA/QC activities.
  • Lead innovative solutions for process gaps in construction quality assurance.
  • Provide advanced solutions to streamline QA/QC processes on projects.

 

What is Required:

  • Bachelor's or advanced degree in Engineering, Construction Management, or related field.
  • Minimum 10 years of experience in managing large, complex projects with moderate to high performance risk.
  • Valid California Driver’s License required.
  • Experience in project planning, scheduling, and budgeting.
  • Demonstrated experience in demolition, remodeling, or new construction projects, preferably in government, institutional, or industrial settings.
  • Familiarity with applicable state and local building and safety codes, including California Building Codes.
  • Knowledge of industry standards and practices in facilities management.
  • Understanding of regulations for asbestos abatement, including EPA and CAL OSHA.
  • Familiarity with UBC, Fire Code, and safety standards such as OSHA and NEC.
  • Proficiency in reading construction documents.
  • Developing and evaluating procedures.
  • Facilitating communication between engineers, clients, and craftsmen.
  • Experience in Government Owned Contractor Operated (GOCO) environments.
  • Implementing programs in Department of Energy contractor organizations.
  • Familiarity with Quality Management Systems (QMS).
  • Experience in proposal development and client relationship management.
  • Analytical and problem-solving skills for routine and moderately complex issues.
  • Strong verbal and written communication skills for diverse audiences.
  • Excellent collaboration abilities across all organizational levels.
  • Proficiency in MS Office, Google applications, and Smartsheet.
  • Extensive knowledge of relevant construction codes and standards.

 

Desired Qualifications:

  • Extensive experience with electrical and/or mechanical projects.
  • Familiar with the Project Management Body of Knowledge (PMBOK) and applicable DOE Orders for project management.
  • ISO 9001 or LEAN six sigma experience.
  • American Welding Society CWI certification.
  • ACI Concrete Certification.
  • ICC Licensed Building Inspector, CA or equivalent.

 

Notes:

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • The Field Quality Manager position is expected to pay $180,000 - $216,000 annually, which fits within the full salary range of $165,324 - $279,012 annually for the job classification of Z20.3.
  • Salary for this position will commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.
  • It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate's qualifications and experience.
