U.S. Department of State Bureau of Political-Military Affairs (PM/WRA) administers the U.S. Conventional Weapons Destruction (CWD) foreign assistance program to reduce the harmful worldwide threat of at-risk, illicitly-proliferated, and indiscriminately-used conventional weapons of war. We are seeking a FDK Junior Fellow  (Research Assistant).

Specific Duties & Responsibilities:

The Junior Research Engineer performs resource management and public outreach duties that directly support Department-funded CWD assistance initiatives around the globe to include:

  • Respond to payment requests through analysis of an organization’s current cash on hand. This requires use of the Payment Management System (PMS) and SAMS.gov system in order to turn around payment requests within 48 hours or less.
  • Assist with developing out-year budget requests for the CWD program. Coordinate as necessary with PM/WRA program managers, overseas posts, regional bureaus, the Office of the Director of U.S. Foreign Assistance Resources (F), and other stakeholders. Formulate appropriate and timely responses to inquiries from PM bureau leadership, F, the Office of Management and Budget (OMB), and Congressional staff. Strategize for and participate in meetings to advance PM/WRA’s recommended budget figures throughout all stages of the budget request process.
  • Work with the Office of the Legal Advisor (L), F, regional bureaus, PM/WRA program managers, and other key stakeholders to ensure that all CWD funds are obligated in a timely manner consistent with all applicable laws and regulations.
  • Compose and submit a report of minimum of two public engagement activities conducted quarterly to CGPO for grant reporting purposes.

Minimum Qualifications (Mandatory):

  • Bachelor's Degree in related discipline.
  • Some related experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
  • Students in their final year (or within one year of having completed) of advanced degree programs.
  • U.S. Citizenship is required. Employment is contingent upon Research Engineers must obtaining a SECRET security clearance prior to beginning work in PM/WRA

Preferred Qualifications:

  • Master’s Degree in Global Security or related fields.

Special Knowledge, Skills & Abilities:

  • Ability to communicate effectively, both orally and in writing, with a wide range of international stakeholders.
  • Ability to conduct substantive research on trends, challenges, and developments in global security.
  • Skills in the analysis of foreign policy and/or assistance programs and in drafting written memoranda, guidance products, handbooks, manuals, or other resources based on findings. Ability to conduct these functions independently with minimal guidance, revisions, or corrections preferred.
  • Skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times.
  • Proficiency in computer and web-based applications including Microsoft Office suite and Adobe Acrobat.

JHU Equivalency Formula:  30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.  Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
