Overview: 

The Oak Ridge National Laboratory's (ORNL) Facilities Management Division is seeking qualified applicants for a Facility Work Coordinator.  In this role, you will manage projects and complex tasks involving internal resources and central service providers as well as service contractors and construction contractor interface.  The Facility Work Coordinator will coordinate, plan, and schedule work with a strong focus on customer service and safety.  Coordination, planning, and task preparation with customers and other support personnel are essential to ensure that work is conducted in a safe and efficient manner. The Facility Work Coordinator will ensure that the service needs of research and support organizations as well as the Complex needs are met promptly and cost effectively.

 

Major Duties/Responsibilities: 

  • The Facility Work Coordinator will provide planning, and coordination for various research support and facility improvement projects, and provide oversight to service contractors, and vendors.

  • Manage facility modification projects including coordination of outside contractor or craft support.

  • Facilitate project planning meetings for upcoming projects and maintain a planned project list for the Complex.

  • Meet with building tenants to determine project scope for new tenant improvement projects. Assist in developing SOW documents for procurement purposes, and review contractor proposals to determine if price and scope are reasonable.

  • Assist in preparation of planning documents including schedules, site master plans, and move planning documents.

  • Assist in preparing budgetary estimates as basis for customer and facility project funding requests.

  • Maintain awareness of Craft resource loading required for upcoming projects.

  • Track labor effort, budget and schedule compliance for PM’s, corrective maintenance and planned projects.

  • Consolidate customer and facilities maintenance priorities as well as project milestones and needs to help CFM drive priorities for the Complex Core Team

  • Ensure completeness of records necessary to maintain configuration control, equipment history, continuous operations, and regulatory reporting.

  • Oversee subcontractor work practices for compliance with SBMS, and the health and safety elements of the technical specifications and AHAs.

  • Serve as point contact between subcontractor, central service providers and ORNL facilities team regarding technical matters and coordination of work.

  • Assist in preparation of excavation and penetration permits including field verifications and incorporating as-built drawing revisions with ORNL GIS system.

  • Assist in preparing outages and planning successful LTVs with multi-disciplined stake holders.

  • Inspect construction for compliance with drawings and specifications.

  • Establish and maintain a business culture that focuses on meeting the needs of customers, ensuring they are fully informed about project tasks, schedules, status, delays, etc. to minimize operational impacts.

  • Ensure work is conducted safely, securely and in compliance with Laboratory policies, standards, and procedures.

  • Participate in incident reporting, safety walk downs, audits, assessments and corrective action management, where applicable.

  • Provide timely notification and reporting of incidents, occurrences and events.

Basic Qualifications:

  • Bachelor’s degree in Engineering or Construction Management

  • A minimum of five years of relevant experience in construction or maintenance of facilities. An equivalent combination of education and experience will be considered.

  • Experience working with bargaining unit employees.

 

The candidate must also have knowledge of:

  • Practices of construction, repair, and maintenance electrical and mechanical infrastructure.

  • Safety precautions necessary when working on electrical and mechanical systems and equipment.

  • Applicable laws and codes relating to construction work.


Preferred Qualifications:

  • Applicants must have good interpersonal and communication skills, computer skills, organizational skills, environmental requirements/regulations, and the ability to develop positive customer relations

  • Experience in coordination of complex infrastructure work in sensitive research facility settings including computer room, energy plants and utility rooms, research laboratory spaces, data visualization studios, etc.

  • Experience working with business systems and management controls at ORNL.

  • Hold an active DOE “Q” clearance

Special Requirements:

  • Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.

  • Q  clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

  • Visa Sponsorship: Visa sponsorship is not available for this position.
