Posting Summary
Rutgers, The State University of New Jersey, is seeking a Executive Director – New Jersey Policy Lab for the Edward J. Bloustein School of Planning and Public Policy. Under the general direction of the Principal Investigators (PIs), the Executive Director– New Jersey Policy Lab oversees the day-to-day functioning of the New Jersey Policy Lab. 
Among the key duties of this position are the following:
  • Serves as the chief point of contact for the Office of State Higher Education (OSHE) and organizes outreaches and relationships with state agencies, the State Legislature, funding agencies, and public policy scholars. 
  • Coordinates activities with the Lab’s Governance Board that represents its academic partners; shares program activities with research centers and academic programs at the Bloustein School, SPAA, and the NJ Policy Lab’s academic and institutional partners. 
  • Provides management and oversight of research, external relations, communications, and grant/contract developments; makes staffing and personnel decisions; directs research associates, postdoctoral associates, graduate students and sub-contractors.
  • Develops and executes the Lab’s strategic direction and research programs as well as manages contractual deadlines, budgets, and maintains reporting relationships with granting agencies. 
  • Serves as a liaison with Rutgers’ institutional research and government affairs offices. 
  • Leads business development and fundraising activities with foundations, private donors, advocacy organizations, federal government, business and industry, and state agencies; expands the available network of collaborators and partners.
  • Organizes responses to requests for proposals, secures external funding for self-generated research ideas, and works with external constituencies to secure unrestricted gifts to support the center’s activities.

Minimum Education and Experience
  • Master’s degree in Economics, Public Policy, Public Administration or related field. 
  • A minimum of five (5) years of experience that demonstrate increasing responsibilities related to the qualifications listed in the Required Knowledge, Skills, and Abilities field.

  • Proven ability to prepare and make presentations to potential funding organizations and other groups, explaining complex information in an effective manner. 
  • Expertise in fundraising, including developing and writing responses to grant requests for proposals and notices of funding availability. 
  • Strong leadership, communication, and managerial skills. 
  • Understanding data technology, use of government and private sector data, and policy issues related to data-driven research.
  • In-depth understanding of contemporary public policy and analysis process and administration and knowledge of the New Jersey government and public policy environment and issues.
Preferred Qualifications
  • PhD., EdD., or other terminal degree in Economics, Public Policy, Public Administration or related field.
