Reporting to the Vice Chancellor and Chief Financial Officer, Information Technology Services (ITS) delivers Enterprise information technology services to the University of California, San Diego (UCSD) under the leadership of the campus Chief Information Officer (CIO). Under general direction from the Deputy CIO, the Executive Director serves as the Service Owner for Enterprise Network and Voice Services, part of UC San Diego’s Next Generation Network (NGN). The Executive Director will partner closely with administrative, IT and academic leaders, as well as world-class researchers, to further the University’s Educational, Research, Patient Care and Public Service missions. Leading a staff of 60+ employees and managing a $30M+ budget, this position will serve on the CIO's Senior Management Team (SMT), contributing to strategic, organizational, and executive level oversight for ongoing operations.

  • As part of a team, manage a budget of $30+ million with a cost-effective and customer service orientation. In coordination with the Senior Director - IT Business Office, direct all activities, staff and budget of the Network and Voice Services function.

  • Lead and support a staff of 60+ employees displaying clear and strong commitment to ethics, honesty, non-discrimination and departmental direction. Supervise professional, technical and analytical employees.

  • Develop and manage the campus network and voice infrastructure, including major new construction and renovation projects, acting as central point of contact and providing project cost input to the Financial Services Manager for analysis.

  • Direct long-range financial and operational planning; financial, technical, and usage forecasting; information technology research and development.

  • Responsible for administering UC San Diego's IP and name space and interfacing with ARIN and EDUCAUSE as needed.

  • Develop and oversee implementation of appropriate policy and prepare both short-term and long-range plans to adhere to existing policy, and implement changes to current policy.

  • Conduct technological research on the development and design of new systems and service offerings and prepare Requests for Information (RFI) and/or Requests for Proposal (RFP) for new systems and services. Recommend new systems and services to be deployed. Coordinate with and direct the implementation of the approved systems and services.

  • Provides leadership in building partnerships and identifying opportunities to support campus information technology services.

  • Thorough knowledge of supervisory and leadership techniques in managing technical staff. Demonstrated ability to manage multiple functional areas. Strong skills in supervising professional technical and analytical personnel involved in research and development.

  • Experience in the management of ongoing technology infrastructure acquisition and expansion, to include the identification and integration of suitable emerging technologies. Knowledge of developing, analyzing and operating networks. Knowledge of licensed wireless bandwidth technologies, and the infrastructure needed to support them.

  • Requires extensive and in-depth knowledge of Information Technology principles, theories, and concepts to manage functional area(s) and provide solutions. Knowledge of Ethernet, ASE, OC-3, Voice Over IP, VLANs, Gigaman, Opteman, routing protocols, SNMP, Multi-Media, H.323, IPV6, wireless data and voice protocols, fiber and copper cabling and other telecommunications products and protocols.

  • Experienced in leading change management activities and managing their impact across multiple organizations across division, college or institutional boundaries. Working knowledge of the dependencies that other campus divisions and departments have on the network, and the ability to decide how change management must be coordinated with other entities.

  • Demonstrated experience with senior management planning and budgeting. Proven skill in financial analysis; cost justification; cash flow analysis; weighted matrix evaluations and communications traffic engineering and analysis.

PREFERRED QUALIFICATIONS

  • Relevant experience working at one or more comparable R1 institutions.
  • General working knowledge of UCSD policies and procedures.

Pay Transparency Act

Annual Full Pay Range: $140,400 - $279,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $67.24 - $133.72

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
