EPA Office/Lab and Location: A postgraduate fellowship project is available at the U.S. Environmental Protection Agency’s (EPA) Office of Water in Washington, DC. The fellowship is with the Office of Ground Water and Drinking Water (OGWDW) in the Standards and Risk Management Division (SRMD). The SRMD plays an integral role in implementing the legislative provisions included in the Safe Drinking Water Act. SRMD’s mission is to protect human health through the development of regulations, guidance, data analyses, technical assistance, and laboratory programs. Research Project: Fellows selected for this project will collaborate with multidisciplinary teams of scientists, engineers, policy analysts to support SRMD's mission. SRMD has multiple projects that range from conducting drinking water data analysis, performing policy evaluations relating to health effects, occurrence, and treatment technologies of drinking water contaminants including PFAS, microbes, disinfection by-products, lead and copper, organic and inorganics contaminants, radionuclides as well as emerging contaminants. The division also focuses on conducting reviews to determine whether or not current drinking water standards need to be revised to improve public health protection. In addition, SRMD leads the development and management of a survey instrument meant to collect information on public water system financial and operational characteristics that will help inform future rulemaking initiatives. Learning Objectives: Under the guidance of the mentor, the participant may have the opportunity to be involved and trained in the following team activities: Learn how to compile literature and conduct scientific analyses and regulatory policy evaluations. Learn how to develop documents/reports/papers on drinking water topics of national significance. Participate in and contribute to EPA’s drinking water regulatory development and review process including problem identification, health risk/exposure analysis and assessing risk mitigation approaches. Participate in the development of a survey to gather information about the characteristics of Community Water Systems nationwide. The participant will gain exposure to technical writing, risk analysis, communication, strategic planning and project management. They will learn aspects of the Safe Drinking Water Act, EPA's drinking water regulatory process and develop a deeper understanding of the issues that face drinking water systems; and how to coordinate outreach efforts and to share pertinent information with external stakeholders. Anticipated Appointment Start Date: As soon as a qualified candidate is identified. All start dates are flexible and vary depending on numerous factors. Appointment Length: The appointment initially may be for one year and may be renewed three to four additional years upon EPA recommendation and subject to availability of funding. Level of Participation: The appointment is full-time. Participant Stipend: The participant will receive a monthly stipend commensurate with educational level and experience. At this time, bachelor's degree stipends are ~$53,105 per year, master's degree stipends are ~$64,957 per year, and doctoral degree stipends are ~$78,592 per year. EPA Security Clearance: Completion of a successful background investigation by the Office of Personnel Management (OPM) is required for an applicant to be on-boarded at EPA. ORISE Information: This program, administered by ORAU through its contract with the U.S. Department of Energy (DOE) to manage the Oak Ridge Institute for Science and Education (ORISE), was established through an interagency agreement between DOE and EPA. Participants do not become employees of EPA, DOE or the program administrator, and there are no employment-related benefits. Proof of health insurance is required for participation in this program. Health insurance can be obtained through ORISE. ORISE offers all ORISE EPA graduate students and Postdocs a free 5-year membership to the National Postdoctoral Association (NPA). Qualifications
The qualified candidate should have received a bachelor's, master's, or doctoral degree in one of the relevant fields, or be currently pursuing one of the degrees with completion before 6/30/2023. Most recent degree must have been received within five years of the appointment start date.
