Anticipated Hiring Range

$6,250 to $7,084 per month ($75,000 to $85,008 Annually)

 

Salary is commensurate with experience.

 

Position Summary

The Estuary & Ocean Science Center (EOS Center) Financial and Operations Manager works under general direction of the EOS Center Executive Director and is responsible for overall fiscal management of the Center and day-to-day supervision of administrative staff. The EOS Center has an annual budget of an approximately $5.5M including research, education and outreach programs and facilities and cost recovery centers including: scientific diving and boating operations, research vessel, various environmental analysis laboratories, a conference center, a guest house, and various training programs. The financial manager supervises administrative staff program leaders in developing and tracking annual program budgets and staff compliance with SF State fiscal policies and processes. The position serves as the financial liaison with the Romberg Tiburon Campus Facilities Operations Director (Facilities Services) to develop the budget for operation and maintenance of the Romberg Tiburon Campus and EOS Center Core Research and Instructional Facilities. This position is part of the strategic leadership team for the EOS Center and contributes to strategic planning and implementation of the mission and vision of the EOS Center, within the context of the missions of the College of Science and Engineering (CoSE) and San Francisco State University (SF State).

 

Position Information

Leadership

  • Engages in strategic planning and leadership for the EOS Center in collaboration with the Executive Director, NERR Director, Facilities Operation Director, and faculty associate directors.
  • Oversees an approximately $5.5M annual budget for multiple programs including numerous SFSU Trust and University Corporation (UCORP) accounts and external grants and contracts.
  • Independently application of judgment and fiscal integrity to address complex budgetary challenges and priorities.
  • Identifies, develops and implements strategic fiscal initiatives.
  • Plans, organizes and executes major administrative and financial analytical studies to solve complex problems from a future-oriented and broad perspective.
  • Leads and supervises EOS Center administrative staff and backs-up the ED in supervision of technical and outreach staff, faculty, PIs, and students to achieve and excel in the performance of financial aspects of their work.
  • Coordinates and collaborates within and across organizational lines to review and improve EOS Center workflow processes to maximize efficiency and optimize outcomes.
  • Creates efficient policies and procedures to create, gather and store appropriate documentation of all financial transactions for the Center.
  • Represents the EOS Center as directed or appropriate on CoSE, University/community committees and work groups.
  • Serves as the primary liaison to SF State, College of Science and Engineering (CoSE) and Office of Research and Sponsored Programs (ORSP) and University Corporation (UCORP) for all EOS Center financial matters.
  • Attends Fiscal Affairs meetings on behalf of the Center.
  • Provides onsite backup management support for the EOS Center Executive Director.

Financial Management

  • Responsible for the development, submission and on-going management of annual and multi-year budget plans, de-scoping and re-budgeting and annual Research and Service Organization (RSO) financial reports utilizing a diversity of funding/revenue sources, rents, fees, licenses and recharge income to support programs and operations.
  • Monitors and maintains Trust, UCorp and related accounts for the EOS Center which includes analyzing, budgeting, and reconciling information from Fiscal Affairs, Human Resources (HR), University Corporation (UCORP), Office of Research and Sponsored Programs (ORSP) and related University offices and systems.
  • Ensures Reimburse Release Time (RRT), and cost-sharing reimbursements from Academic Resources, College of Science and Engineering (CoSE), ORSP and UCORP are accounted for and transferred to appropriate accounts.
  • Executes and ensures A/R & A/P for Trust and UCORP revenue and expenditures for payroll, supplies and services, telecommunication, postage, travel, equipment, honorariums, etc. are accounted for and reconciled, and follow SF State and UCORP policies and procedures. Keeps Director appraised of unanticipated non-personnel costs.
  • Works closely with Center administrators, staff, and appropriate University offices including Procurement, Risk Management, Accounts Payable, Procurement Card, travel, and other Fiscal Affairs units to ensure the smooth functioning of the Center’s accounts and budgets, including tracking revenue, distributing allocations, monitoring and preparing transfers, and overseeing Center compliance with university fiscal policies and procedures.
  • Promotes understanding and ensures compliance with Federal, State, CSU, University and division financial policies and requirements. Advises and educates EOS Center staff, PIs, faculty and student employees and other stakeholders about compliance requirements and best practices.
  • Provides leadership and support for EOS Center strategic business process initiatives.
  • Provides oversight and implementation of all internal and external financial transactions and relationships, including compliance with risk management requirements.
  • Provides regular reports to the ED on balances and projected expenditures including monthly, mid-year and year end reports, analyses, and projections as needed, including interpreting, and applying alternative fiscal scenarios.
  • Keeps ED appraised of unanticipated costs.
  • Provides senior level input to the ED regarding administration and management of potential liabilities. Identifies new, unusual or recurring matters that need senior level administrative attention and initiates appropriate actions in consultation with the ED.
  • Reviews revenue and expenditures across budgetary categories to determine if funds need to be moved from one account to another in order to reconcile accounts.
  • Administers EOS Center Scholarship program(s) and UCorp HR/payroll.

Supervision

  • Supports, coaches and supervises administrative staff and program coordinators (Lab manager, IT Consultant, DSO, Outreach, and others) with development and management of program budgets.
  • Trains and mentors staff, faculty and PIs in financial and risk management policies and processes required to implement research, education and outreach programs, including cost centers and related programs and facilities, including appropriate spending mechanisms (procurement card, requisition/purchase order, hospitality and travel reimbursement, stipend, honoraria, independent contractor, sub-award, petty cash, direct pay, vendor contract, equipment purchase, etc.)
  • Reviews EOS Center staff procurement-card reports and expenditures.
  • Supports staff development in the areas of financial responsibilities, and individual and organizational performance management.
  • Supervises Student Assistants (assigned to support administrative/financial operations).

Grant Support for PIs

  • Assists PIs with post award budget tracking in collaboration with ORSP with emphasis on the NERR program and other proposals that have center-wide impact.

 

Minimum Qualifications

  • Bachelor’s degree in business administration, accounting, or equivalent experience.
  • Four years administrative and accounting experience, with progressively responsible and successful leadership and management of complex organizations (specifically, public higher education, agency, or administrative unit, or corporation).
  • Experience with independent oversight of day-to-day business affairs operations including: application of appropriate and sound financial management, analysis and reporting techniques, accounting principles and reconciliation practices, risk management strategies, strategic planning and budget principles and practices.
  • Experience supervising and mentoring staff.
  • Experience must include use of Microsoft Word, Excel, navigation and use of the internet and extensive knowledge of accounting and reconciliation practices.
  • Knowledge of academic programs, policies, procedures, faculty, and staff at San Francisco State University or other state or California university systems.

 

Preferred Qualifications

  • Five years or more of work experience in an academic/university or public administrative or agency setting.
  • Masters degree in business administration, public administration, accounting, financial management, organizational development or a closely related subject area.
  • Hands on knowledge of Oracle's PeopleSoft requisition, billing, financial & HR modules; Academic Works; ADP Payroll; Advance (AWA); FileMaker Pro; Quickbooks; OBIEE financial reporting; HRMS, LCD, CS, and other University systems & processes.
  • Certified Public Accountant.
  • Interest in and enthusiasm for the environmental science mission of the Center.
