Description of Work Unit
Colorado State University (CSU) founded the Center for Environmental Management of Military Lands (CEMML) in 1991 as an environmental research, education, and service unit of the Warner College of Natural Resources. Its mission is to assist federal agencies with conservation, preservation, and management of environmental resources.

Position Summary
Up to 2 Environmental Restoration Program Specialist (Research Associate III) positions are available with Colorado State University’s (CSU) Center for Environmental Management of Military Lands (CEMML) to provide program management support, oversight and technical expertise for the Air National Guard Readiness Center (ANGRC) Environmental Restoration Program located at Joint Base Andrews, Maryland near Washington D.C. The candidate(s) will apply technical expertise and knowledge to coordinate and support restoration efforts for ANGRC restoration activities and projects. The position assists with all aspect of restoration including developing goals and objectives for restoration sites, and executing them in accordance with the Defense Environmental Restoration Program (DERP) as executed by the Air Force/Air National Guard; Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); State clean-up programs and environmental regulations; and Integrated Natural Resources Management Plans (INRMPs). The position manages projects; collects, manages, and analyzes data; and prepare reports and other project deliverables as directed. It coordinates with installation environmental managers to develop requirements and cost estimates in support of performance requirement and funding planning; coordinates with state and federal agencies; and develops and delivers briefings and other materials.
Overnight travel to various CONUS or OCONUS installations and other destinations for the equivalent of approximately 1 week every 2 months. Position will be in office with option to telework up to 2 days per week.

Required Job Qualifications
• Bachelor’s degree with a major study in a STEM field including but not limited to sanitary, civil, geotechnical, water resource, environmental, chemical, mechanical or related field, or an Engineer-In-Training Certificate.
• Three or more years of relevant work experience demonstrating knowledge, skills and abilities in environmental program management, environmental restoration/cleanup and federal and state environmental laws and regulations.
• Strong technical writing skills.
• Proficiency in MS Office, especially Excel and PowerPoint.
• Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
• The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
Preferred Job Qualifications
• Master’s Degree in environmental discipline (Environmental Science, Physical Science, Engineering, Environmental Policy/Planning) and/or Professional Engineer (PE) License
• Two or more years of relevant work experience demonstrating knowledge, skills and abilities at a GS-11 level or above with Department of Defense cleanup and restoration projects (Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Defense Environmental Restoration Program (DERP), Military Munitions Response Program (MMRP), Installation Restoration Program (IRP), Model Toxics Control Act (MTCA)), including development of “Cost-to-Complete” estimates.
• Environmental certification/ licensure such as Professional Engineer (PE) or Tier 1 Certifications: Registered Architect, Licensed Landscape Architect, Certified Planner, Qualified Environmental Professional, Board Certified Environmental Engineer, Professional Geologist, Certified Environmental Scientist, Certified Professional Soil Scientist, Board Certified Entomologist, Certified Environmental Professional, Air Force Certified Emergency Manager, Certified Military Housing Inspector.
• Experience with in-water or upland remediation sites, including the planning and implementation of sampling, data analysis, feasibility studies, and remedial design.

Duty/Responsibility
Assist in executing and managing projects; collect, manage, and analyze data; prepare reports and other project deliverables as directed. Apply scientific methods; communicate study designs and results in writing and orally to assist ANGRC in meeting its obligations to federal environmental regulation and laws. Develop responses to federal and state inquiries, ANG or HQ data calls, and other requests. Conduct periodic/annual review of requirements in support of Base projects and requirements.
Ensure compliance with US Air Force regulations and with CERCLA and other applicable laws. Conduct Restoration Program documentation reviews. Maintain program documentation and audit record needs.
Provide other restoration support as directed by the Sponsor.
Travel to installations and other sites to train staff and support restoration programs and projects.
