Description of Work Unit
CEMML is a research, education and service unit within the Warner College of Natural Resources at CSU. CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DoD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary
The position provides on-site support to Marine Corps Base (MCB) Hawaii located at Kaneohe Bay on the Mokapu Peninsula on the Northeastern coast of Oahu. There is occasional travel to other MCB Hawaii installation areas, including Camp Smith, Pu‘uloa, Marine Corps Training Area Bellows, Camp Smith, Pearl City Annex, Manana Neighborhood Housing, and Waikane Valley, to other on-island meetings or events, and mainland events.
The position consists primarily of office-based tasks as well as occasional field activities. The position reviews proposed actions, determines and recommends the appropriate response/course of action, and manages and executes the preparation of Categorical Exclusions (CATEXs), Environmental Assessments (EAs) and Environmental Impact Statements (EISs) in support of NEPA, other state and federal drivers, and DoD and MCB regulations, policies and guidance. He/she provides technical expertise; develops methods of analysis; provides technical solutions and recommendations to meet program goals and requirements; develops and refines procedures; and makes recommendations to optimize the quality of NEPA documents and process at MCB Hawaii. Works closely with installation staff, stakeholders and collaborators to develop and implement an efficient and effective program. Success in this position requires a high degree of analytic acumen, initiative, and resourcefulness; proven leadership skills and team-building capabilities; and excellent oral and written communication skills.

Required Job Qualifications
  • Bachelor’s Degree in biology, natural resources, environmental planning, or related field.
  • Five or more years of relevant work experience demonstrating knowledge, skills and abilities in environmental planning and NEPA.
  • Two years of experience managing and providing oversight to NEPA projects and compliance (can count towards 5 years required above).
  • Excellent written communication and technical writing skills and ability to work with a wide range of data types and sources.
  • Proficiency with Microsoft Office Suite
  • Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.
  • The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.
Preferred Job Qualifications
  • Master’s degree in biology, natural resources, environmental planning, environmental science or related field.
  • Experience with natural or cultural resources or environmental management issues and concerns on DoD lands.
  • Demonstrated knowledge of environmental planning and application of NEPA on U.S. military installations and familiarity with Department of Defense policies and guidance related to NEPA, with attention to USMC-specific policies/guidance if possible.
  • Demonstrated experience managing projects; managing or working in teams; and compiling, tracking, reviewing, and preparing/editing documents to ensure that all documentation and deliverables are complete and satisfy sponsor expectations and agreement requirements.
  • Experience preparing briefings and planning and coordinating public meetings.
  • Related professional experience in the Pacific region, particularly in the Hawaiian Islands.

Duty/Responsibility
  • Plan, coordinate, and provide technical support and assistance to all aspects of installation environmental planning and NEPA programs under applicable federal, state, and local laws and DoD and USMC regulations, instructions, policies and guidance including but not limited to MCO P5090.2 (USMC Environmental Compliance and Protection Program) and the USMC NEPA Manual.
  • Provide technical SME-level expertise to USMC I&L/MCICOM, MCIPAC, and MCBH for NEPA and related environmental planning for proposed actions supported by MCIPAC and MCB Hawaii.
  • Support and process Requests for Environmental Impact Review, CATEX decision memorandums, environmental assessments, and environmental impact statements.
  • Assist in defining requirements, developing and integrating execution strategies, cost estimates, and other program needs in support of the installation mission.
  • Assist with project planning, programming, budgeting and execution, auditing and analysis, education and training, data management, and policy and guidance related to environmental programs; and review, analyze, and validate concept designs, scopes of work, reports, and other media.
  • Collect, compile, summarize and analyze information and data from various sources for NEPA support and other organizational reporting needs.
  • Track project task completion and timelines.
  • Plan, coordinate, and attend public meetings associated with NEPA projects and other outreach needs.
  • Coordinate and support regulatory consultations.
  • Support management and oversight of NEPA reviews and implementation of Department of the Navy streamlined approaches to support compliance with NEPA including consolidating and reconciling comments.
