Under the general guidance of the Director of Campus Safety, the Environmental Health and Safety Program Manager (EHSPM) is responsible for the development, implementation and administration of comprehensive environmental health and safety programs and along with policies that will meet the needs of UW Bothell and the current University Administrative Policy Statements (APS) surrounding environmental health and safety programs at the present and into the future. This applies to its students, staff, faculty, contractors, visitors, and the environment; and, to assist with keeping UW Bothell and Cascadia College in compliance with applicable government and accreditation occupational and environmental safety standards, regulations, requirements and guidelines. The EHSPM is responsible for the assessment of environmental and occupational health and safety risk elements, advising UW Bothell administration of the acceptability of such risk, ensuring compliance with all applicable environmental and occupational health regulations, and serving as UW Bothell liaison working cooperatively with the Senior Director of Environmental Health and Safety at the Seattle Campus who is the official University liaison with regulatory agencies for EH&S issues, emergency management needed interactions with regulators will be addressed.

RESPONSIBILITIES:

LAB / GENERAL /OCCUPATIONAL SAFETY

• Conduct worksite risk assessments, evaluations, inspections, audits, investigations, or surveillance surveys for safety compliance programs. May help with creating or preparing checklists for the compliance inspections. Help with identifying potential risks and with recommending appropriate solutions.

• This position will assist, develop, support and promote programs and services necessary to maintain compliance for a safe and healthy environment for students, faculty, staff and the visiting public. Recognize, evaluate and respond to urgent needs and key program issues and risks by developing appropriate plans and procedures to control exposures.

• Provide management and support to the campus and its response to the COVID-19 pandemic, including mask compliance, fit testing for respirators, interpreting and communicating pandemic related policies and guidelines, and assisting with vaccine verification programs. Track COVID cases on campus and assist with contract tracing processes.

• Develop lab safety and other safety-related programs for UW Bothell School of STEM staff and faculty in the 55 lab sessions at the Bothell Campus.

• Support UW Bothell Auxiliary Services including Housing and Dining Services on Public Health programs (including but not limited to indoor air quality, food safety, potable water and communicable diseases).

• Support UW Bothell Facilities Services on Construction Safety, Occupational Safety and Environmental compliance programs (including but not limited to fall protection, trenching, scaffolding, machine guarding, pedestrian and vehicle interaction, confined space, blood borne pathogens, hazard communication, ergonomics, storm water, spill response) for Facilities staff and the campus as a whole. Coordinate safety related training for Facilities Services & Campus Operations.

• Effectively and consistently coordinate and communicate with University Administrators and Directors across the campus and being an active member of the team. Establish and direct the operational and financial activities of the Environmental Health and Safety function.

• Must have effective problem solving and critical thinking skills so academic and research initiatives and programs are supported. Independently and effectively work both within and outside the University system with consultation from the UW Senior Director of EH&S.

• Identify, develop, and implement comprehensive environmental health, emergency preparedness and safety programs, policies and procedures on behalf of campus business, research, and academic and like interests.

• Collaborate with UW Seattle EH&S to ensure compliance with applicable federal and state environment policies, health and safety codes as well as accreditation agency requirements. In consultation with the UW EH&S Senior Director (who serves as the liaison with regulatory agencies), follow University policies. Represent the University for EH&S matters in those areas agreed to in a Memorandum of Understanding (MOU) with UW Bothell.

• Coordinate recycling of Hazardous Waste and recycling collections from Residential Life, Physical Plant Warehouse, and Laboratories to meet UW Sustainability Action Plan goals and provide campus cost savings from diverting landfill waste.

• Assist with reviewing and analyzing data for trends, deficiencies, quality control, and with seeking solutions to correct identified issues.

• Maintain records and documentation, including training records, chemical inventory, SDS, safety equipment certifications, emergency response programs and other regulatory compliance documents.

• Provide training and technical guidance or advice, to personnel, faculty and students on various EH&S and Emergency Management compliance programs.

• Maintain, test and calibrate equipment, inventory, and supplies used for compliance management.

• Write technical safety reports, assessment reports, hazard surveillance reports, lab inspection reports, and incident review reports.

OTHER

• Assist with reviewing and updating of policies, procedures, and safety manuals.

• Interact with members and various stakeholders of the campus and local community about lab, general and occupational safety and emergency management related topics.

• Sit on tri-campus committees such as the ACCD committee, the Operations & Facilities Council for community and technical colleges, the U-Wide Health & Safety Committee, and the UW infectious waste committee, among others.

• Build relationships with local jurisdictions and other college campuses to maintain collaboration and share knowledge. Participate in community engagement activities such as Donuts and Dialogue.

• Coordinate, organize and maintain various monthly Safety Committee Meetings.

• Perform other duties as required.

MINIMUM REQUIREMENTS:

• Bachelor’s degree in Chemistry, Biology, Industrial Hygiene, Environmental Health, Engineering, Industrial Safety Science, Health Physics, Emergency Management or closely related field.
• Must currently hold at least one of the following: Chemical Hygiene Officer (CHO), Registered Sanitarian (RS), Construction Health & Safety Technician (CHST) Certified Industrial Hygienist (CIH), Certified Safety Professional (CSP), Associate Safety Professional (ASP), and Certified Hazardous Materials Manager (CHMM).
• At least four years of increasingly responsible experience in one or more areas of Environmental Health & Safety.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

ADDITIONAL REQUIREMENTS:

• Experience working with regulatory agencies in multiple jurisdictions, knowledge of environmental remediation protocols and techniques thorough knowledge of federal and state environmental health and safety laws (OSHA, EPA, SEPA, and WISHA) working knowledge of DOT regulations.
• Knowledge and an understanding of the current issues and trends in the EH&S field.
• Must be able to work accurately and efficiently in a work environment that has potential to change frequently due to change in government regulations or business needs.
• Ability to develop collaboration among diverse groups; ability to think outside the box and to lead and manage change.
• Effective problem solving and critical thinking skills.
• Ability to work effectively with ethnic, cultural, and socially diverse populations.
• Demonstrated presentation skills and training delivery skills in one of the following areas:  HAZCOM, Laboratory Safety, Fire Safety, Chemical Safety Emergency Management, Blood Borne Pathogens, etc.
• Demonstrated proficiency with Microsoft software and tools.

• Haz-Mat first responder and assume role of incident commander as needed.

DESIRED:

• Master's degree from an accredited university in Chemistry, Biology, Industrial Hygiene, Environmental Health, Industrial Safety Science, or closely related field.

• Experience with standard laboratory procedures and scientific instruments.

• Experience working in state government or in a university environment preferred.

• First Aid CPR Instructor.

• Strong project management experience.

• Strong quantitative and analytical capability. 

• 40 Hour Hazardous Waste Operations and Emergency Response Standard (HAZWOPER) Certification.

WORKING CONDITIONS:

• May work in conditions where there is construction, chemicals, Power Plant, laboratories, warehouse, outdoors, and on roofs. Conditions may require wearing personal protective equipment such as safety goggles, gloves, and protective equipment, and utilizing monitoring equipment or spill containment and clean up supplies for chemicals.

• Visual, auditory and physical abilities must allow for visual and auditory observations, considerable walking, and crouching, bending, and, lifting including, lifting up to 50 pounds with using assistive devices.

• Required to be available outside regular business hours to respond to emergencies and accidents, serve on UW Bothell Emergency Operations Center, assess safety of operations, and provide notification to regulators as required by law.

• Required to work an irregular and flexible work week to be available and responsive for service needs/requests 24/7.
