Summary:
Within the broad area of Finance and Business under the general supervision of the Director of Facilities , the Environmental Health and Safety Officer will implement and execute Regis College's environmental health and safety (EH&) management programs and work with all College departments, as well as with outside contractors, to enhance campus work/job safety and EH&S preparedness; and develop, maintain and promote policies, procedures, programs and training necessary to maintain a safe and healthy environment for students, faculty, staff and visitors.
Essential Functions:
- Ensure College’s compliance with federal, state and local environmental health and safety regulations, standards, ordinances, permits, and licenses while minimizing institutional liability; keep abreast of changes to applicable laws, regulations, standards, codes, policies.
- Assist College personnel in understanding the EH&S plans, procedures and guidelines, as well as federal, state and local requirements; will be responsible for conducting and assisting facility managers and supervisors with inspections and audits; will assist in the implementation of corrective action strategies; and will provide periodic status reports to management.
- Responsible for training, outreach, program development, and compliance in the following areas: laboratories, offices, buildings, grounds, shops, and construction sites.
- Manage environmental and safety issues related to construction and renovation and coordinate Indoor Air Quality assessments.
- Implement the College’s EHS programs including: Campus Emergency Action and Fire Prevention Plan, Hazard Communication Program, Chemical Hygiene Plan, Bloodborne Pathogens Program, Personal Protective Equipment Policy, Lockout/Tagout and Electrical Safety Program, Air Program and Restricted Emissions Status (RES), Spill Prevention, Control and Countermeasure Plan, Hazardous, Universal and Biological Waste Management, and other programs as warranted; establish a review and evaluation processes to determine each program’s effectiveness; revise and update as required.
- Coordinate and provide training for staff, faculty and students as applicable for each EH&S program; maintain training documentation and monitor refresher training requirements.
- Responsible for oversight of compliance with the requirements of the Massachusetts Water Resource Authority (MWRA) Low Flow Low Pollutant Discharge Permit for campus wastewater.
- Maintain required documentation and records related to EH&S programs including permits, licenses, inspection records, monitoring data, training records, safety data sheets (SDS), waste disposal records, Source Registration and Emissions Statements, Tier II Emergency and Hazardous Chemical Inventory Forms, and other required reports.
- Chair College Safety Committee serving with the Director of Public Safety, the Director of Facilities, and the Associate Vice President for Auxiliary and Business Services; assist committee with problem identification and remediation, policy development, procedures, committee charges, and compliance issues.
- Work with academic and administrative departments on assessing EH&S risks and make recommendations for mitigation. Confer with the Director of Risk Management as necessary.
- Utilize the College’s Worker’s Compensation insurer as a resource for Safety information and compliance assistance.
- Work with faculty and staff to remediate problems that present a low to moderate health or safety hazard. Additionally, work with Facilities and Campus Police to quickly address serious environmental health/hazardous waste safety concerns. In consultation with the Director of Public Safety, discontinue the operation of any college activity or function that is imminently life threatening.
- Represent the College in interactions and negotiations with regulatory agencies, including OSHA, EPA, Massachusetts DEP and MWRA. Coordinate external agency reviews and inspections. Ensure appropriate institutional response to any agency concerns, findings, requests or citations.
- Serve as consultant for facility and laboratory design and the design of hazardous material storage and handling areas. Perform weekly inspections of hazardous, biohazard and universal waste accumulation areas, and maintain compliance with applicable generator requirements.
- Serve as Science Building laboratory manager, working collaboratively with the department chairs.
- Review workstations for ergonomic concerns, make recommendations for remediation; order and have installed remedial equipment.
- Assist with the development, implementation and management of the College’s sustainability policies and practices.

Supervisory Responsibilities:
- Responsible for overseeing contractor services in the areas of hazardous waste, universal waste, and health & safety requirements.
Requirements:
- Experience in management of EH&S programs at an institution of higher learning or similar location. Minimum requirements include a bachelor's degree and 3+ years’ experience in environmental health and safety program management; a bachelor's degree in environmental science or industrial engineering is preferred.
- Excellent interpersonal and communication skills; ability to work collaboratively with a variety of constituencies.
- Experience executing EH&S compliance programs and working with a diverse group of faculty, staff, students and regulators.
- Excellent training and presentation skills.
- Proficiency in Microsoft Office and comfort in using technology systems; knowledge of modern office practices, procedures, and equipment.
- Ability to manage multiple tasks simultaneously; ability to work well under pressure and to meet deadlines.
- Ability to maintain confidentiality of sensitive information.
- Ability to analyze situations and adopt quick, effective, and reasonable courses of action with due regard to surrounding hazards and circumstances.
- Ability to understand and carry out oral and written instructions, and to prepare clear and comprehensive reports.
- Flexibility and adaptability to a changing environment.
- Ability to exercise sound, independent judgment and to render objective decisions in the application of laws and ordinances.
- A strong working knowledge of federal, state, and local safety and environmental regulations and relevant codes is essential.
- Demonstrated ability to respond to emergencies and critical situations appropriately.
- Willingness to be on-call.

Working Conditions/Physical Demands:
- May be subject to frequent and extended periods of outside work, subject to all weather conditions.
- Subject to regular interruptions to handle emergency situations.
- Occasional strenuous periods of physical activity such as climbing, bending, standing, and lifting.
- May spend extended periods at a computer, on a telephone, or operating other office machines requiring eye-hand coordination and finger dexterity.
