JOB DESCRIPTION AND POSITION REQUIREMENTS:

We seeking a highly skilled and motivated Program Manager to join the Communications, Information, and Navigation Office (CINO) of the Applied Research Laboratory (ARL) at Penn State University. This position will support our sponsor's mission of developing and demonstrating cutting-edge technologies and concepts for the U.S. Navy. This position will play a crucial role in data analysis, program management, and decision support for our sponsor while working closely with leadership and team members.

You will:

  • Conduct data analysis and produce reports to support decision-making and program assessment
  • Business development
  • Collaborate with other program managers to track project milestones, budgets, and performance metrics
  • Support the development and maintenance of project plans and schedules
  • Assist in the preparation of project documentation, briefings, and reports
  • Assist with budgeting processes, tracking and evaluating operational and program performance, and identifying and resolving any issues
  • Perform research on emerging technologies and concepts relevant to program initiatives
  • Lead or support meetings, workshops, and presentations related to program projects
  • Advise in planning, managing, and evaluating programs, operations, and processes
  • Assessing and advising on potential issues related to costs, schedules, and performance
  • Planning, analyzing, and evaluating the effectiveness of operations and programs
  • Preparing and presenting reports and recommendations
  • Attend project kick-offs, quarterly reviews, and close-out briefs
  • Develop monthly reports to inform leadership of cost, schedule, and performance of program portfolio

Typically requires a Master’s degree or higher and 12 or more years related experience or an equivalent combination of education and experience.

Requirements include:

  • Strong analytical and data analysis skills
  • Extensive business development experience
  • Proficiency in project management tools and software
  •  Excellent written and verbal communication skills
  • Strong organizational and problem-solving abilities
  •  Knowledge of Navy operations and familiarity with defense technology programs

This position will be working from sponsor site located in Washington, D.C.
