The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking an Energy Management Control Specialist for IPO-Facilities Utilities. Reporting to the Energy Management Manager, this position works independently and/or oversees, directs and instructs Energy Management Control Technicians in the performance of a wide range of energy management system duties and high-level mechanical functions. This position will be required to troubleshoot, repair and maintain pneumatic, electric, electronic and direct digital HVAC equipment controls in various systems in all 60 campus buildings.
Among the key duties of the position are the following:
  • Inspects, repairs, calibrates, or replaces used and defective operating controls.
  • Adjusts, calibrates, lubricates and cleans operating controls on a regular maintenance schedule. Uses a variety of hand and power tools, computers, pneumatic equipment, electrical testing equipment, and measuring devices.
  • Performs instrument and controls diagnostics and is the senior team leader in the field.
  • Performs preventative maintenance and repair.
  • Detects faulty operation of equipment and reports questionable conditions to EMS Supervisor.
  • Maintains a regular building EMS equipment maintenance schedule and directs Energy Management Control Technicians.
  • Assists in the planning, coordination and installation of the energy management systems.
  • Meters, controls, maintains, and monitors various types of systems including, but not limited to, pneumatic air compressors and air dryers, HVAC systems, steam and hot water systems, laboratory environmental control.
  • Monitors and makes program changes to the operating systems, including Honeywell Excel plus, Excel 5000 and Automated Logic.
  • Implements energy conservation measures.
  • Addresses all emergency and non-emergency EMS services calls and directs Control Technicians to respond when needed.
  • Conducts inventory of equipment, materials and supplies.
  • Responsible for providing to the EMS Supervisor the estimated work, time and listing of needed materials for controls replacement or repairs.
  • Provides guidance and instruction to Control Technicians.
  • Directs Digital Controls software programming and systems graphics point mapping and design.
  • Application support, developing and maintaining web access applications of moderate complexity.
  • Performs related duties as required.

COVID-19 Immunization Requirement
Under Policy 60.1.35 , Rutgers University requires all prospective employees to provide proof that they are fully vaccinated and have received a booster (where eligible) against COVID-19 prior to commencement of employment, unless the University has granted the individual a medical or religious exemption.  Prospective employees who are not eligible for a booster at the time of an offer of employment must provide proof they have received a booster within two weeks (14 calendar days) of eligibility .  Based on current guidance, individuals are considered fully vaccinated against COVID-19 two weeks after receiving the final dose of any COVID-19 vaccine authorized or approved for use in the United States by the United States Food and Drug Administration (FDA) and recommended by the Advisory Committee on Immunization Practices (ACIP) of the Centers for Disease Control and Prevention (CDC).  Eligibility for a booster against COVID-19 varies and is explained on the University’s web site located at https://coronavirus.rutgers.edu/covid-19-vaccine .  Failure to provide proof of primary vaccination and booster will result in rescission of a prospective employee’s offer of employment and/or disciplinary action up to and including termination.

Qualifications


Minimum Education and Experience
  • A bachelor’s degree in engineering or a related field; or an equivalent combination of education and/or experience.
  • Two years related experience.
Certifications/Licenses
  • The successful completion of an approved training program or a certified apprenticeship program in the trade plus several years experience preforming complex and various HVAC equipment mechanical /electrical maintenance and repair including pneumatic/electronic, direct digital controls troubleshooting, calibrating, servicing and programming on Building Automation Systems may be substituted for the above minimum experience.
  • A valid driver’s license with (2) years experience is necessary.
Required Knowledge, Skills, and Abilities
  • Experience may be in mechanical / electrical maintenance and/or repairs on commercial or industrial HVAC equipment, including pneumatic, electronic, direct digital control troubleshooting, calibrating, servicing, and programming.
  • Full understanding, knowledge and experience in performing complex and various mechanical/electrical maintenance and repair work; including electrical, electronic, mechanical, hydraulic, pneumatic and direct digital controls troubleshooting, calibrating, servicing and programming on Building Automation Systems .
  • Ability to read blueprints.
  • Knowledgeable of principles of pneumatic and Direct Digital Controls, motor, pump and mechanical equipment operation for the purpose of troubleshooting, calibrating and servicing.
  • Ability to analyze complex tasks and prioritize work elements and maintain appropriate records and logs.
  • Must be knowledgeable of work safety rules and principles.
Preferred Qualifications
  • Union journeyman, trade school graduate with advanced HVAC controls seminar training in pneumatic and/or Direct Digital controls.
  • Knowledge and experience of computer-based EMS or ladder logic troubleshooting, calibrating, servicing and programming.
  • Experience and certifications with Pneumatic controls, /Honeywell AX JACE, Honeywell Excel Plus and Excel 5000 (CARE), Siemens Controls and Automated Logic Controls systems operation and programming.
  • Lon-Works, Bac-Net and Web Server applications.
Equipment Utilized
  • Mechanical/electrical equipment, pneumatic calibrating tools, electrical meters, voltage generating transducers.
  • EMS software programming and adjusting, Laptop ATC operating systems, PC Facilities Work Order system and Windows applications.

Physical Demands and Work Environment
  • Ability to safely and properly lift 50 pounds.
