    Position description

UCSF Division of General Internal Medicine at Zuckerberg San Francisco General Medical Center
and the UCSF Institute for Health Policy Studies
Endowed Professorship in Health Policy and Primary Care

The University of California San Francisco (UCSF) Department of Medicine, Division of General Internal Medicine (DGIM) at Zuckerberg San Francisco General Medical Center, in collaboration with the UCSF Philip R. Lee Institute for Health Policy Studies (“IHPS”), is recruiting for an Endowed Professorship in Health Policy and Primary Care who will contribute to leading fellowship training in general internal medicine. Our DGIM-ZSFG and IHPS faculty, in collaboration with UCSF’s Center for Vulnerable Populations and Clinical and Translational Sciences Institute, conduct rigorous research designed to provide the evidence needed to drive changes in patient care and health policy. We have a long track record of success obtaining investigator-initiated research funding and career development awards for our junior faculty. Partnering with the community, we're tackling some of the most challenging problems facing society through discovery, innovation, policy, and advocacy.

The successful applicant is expected to have demonstrated the ability to lead an independent health policy research program and to have a primary care practice at the Richard Fine People’s Clinic (RFPC) at ZSFG. We require a commitment to providing high quality care to the urban underserved and a love for teaching and mentoring residents and fellows in the UCSF National Clinician Scholars Program. Experience with clinical work in a safety net setting, with vulnerable populations, and with community organizations or related policy entities is strongly preferred. We also require demonstrated expertise in policy-relevant research, including implementation research, designed to improve either the access to or the quality of care of individuals who are vulnerable to poor outcomes because of social disadvantage related to race, ethnicity, language, literacy, gender identity, insurance status, income, housing insecurity, food insecurity, or other social determinants of health. Candidates applying for this faculty position must be licensed clinicians and board-eligible in Internal Medicine; ABIM certification is preferred.

The physician faculty member will contribute to primary care research training (e.g. HRSA T32 mechanism) and be clinically active at the RFPC at least two half-day sessions per week (e.g. their own primary care clinic and/or supervising residents as a key member of our faculty precepting group). RFPC is an academic primary care practice that cares for over 9,000 of the City’s most medically and socially complex, ethnically diverse patients, delivering well over 30,000 visits per year. RFPC is a teaching site for UCSF medical students and Internal Medicine residents (categorical and primary care). RFPC is part of The San Francisco Health Network, the city’s integrated safety net health system that cares for approximately 110,000 patients annually in 13 primary care health centers throughout the city. Approximately half of all patient visits are performed by faculty and nurse practitioners; the remainder are provided by residents. The position may also include serving as an attending on the Medicine Resident Inpatient Service at ZSFG, a premier public hospital with a level 1 trauma center.

The recipient of this endowed professorship will also serve as Core Faculty of the IHPS, which was established in 1972 and is an organized research unit based in the School of Medicine. The primary purpose of IHPS is to improve the health of all through evidence-informed policy. The Institute’s work supports, guides, and enables policymakers, communities, and clinicians in making evidence-informed decisions that improve health and health care for individuals and families. The Institute also connects, activates, and enables a collaborative community of UCSF faculty, researchers, and staff across disciplines so they can conduct and disseminate rigorous, policy-relevant, evidence-based research.

DGIM at ZSFG has over 30 faculty members and three main centers of activity: providing medical care at RFPC and on the inpatient wards of the hospital; teaching UCSF medical students, residents, and fellows in the National Clinician Scholars Program; and conducting action-oriented and policy-relevant research focused on generating new knowledge and policy to improve the care and health of vulnerable and underserved populations.

IHPS includes more than 120 faculty and staff whose backgrounds include medicine, public health, sociology, law, economics, anthropology, public policy, ethics, journalism, and epidemiology. Areas of emphasis include industry influences on behavior and health, social determinants of health, the organization and financing of health care, effectiveness and appropriateness of care, and evaluation research. IHPS faculty conduct research across the lifespan, including groundbreaking studies of child and adolescent populations, long-term care, substance use disorder treatment, and reproductive health services and policies.
