ABOUT THE DEPARTMENT
ELRC Serves the University as a strategic partner and key resource office in support of the University¿s Strategic Initiative to advance organizational development and employee excellence by developing proactive strategies and solutions in addressing employee/ labor relation issues, accessibility and reasonable accommodations, workers¿ compensation benefits, Human Resources policy, and EEOC compliance. Our goal is to create positive and effective relationships at Cal Poly Pomona.
DUTIES AND RESPONSIBILITIES
The ELRC Manager will oversee the ELRC unit¿s operations; provide general to complex level of counsel, direction and recommendation to administrators, represented/non-represented staff, union partners, and third parties related to all HR functions, COVID-19 compliance formal and informal union grievances/CBAs, workplace concerns, investigations, disciplinary action and prepares all related documentation; HR policies and best practices, EEOC compliance; works toward resolving complex University issues identifying macro/micro impacts to the University; Serves as liaison with Office of the Chancellor (Labor, OGC, etc.) to seek guidance to ensure conformance and consistency with Systemwide policies, practices, and interpretation. Direct supervision to a team of ELR Specialists and Policy Analyst; supports staff through performance and case management by way of oversight, coaching, and training; investigates, recommends action, and prepares all formal documentation for corrective action/disciplinary matters up to and including dismissal/non-retention; prepares cases/documentation/witness prep for responding to PERB, SPB, EEOC, DFEH, litigated matters, other related hearing, mediations, arbitrations, conferences, and meetings; develops and presents campus training sessions to familiarize the University administrators, and employees with University policies, procedures, guidelines and practices; special projects/programs, seniority points, layoff, early exit program, covid-19 programs/policies, etc.
MINIMUM QUALIFICATIONS
Bachelor¿s Degree in Business Administration, Human Resources, or a related field. Public Sector case management, performance management techniques, HR policies (ADA, Worker Comp, EEOC, etc.) and best practices, interpreting CBAs, conducting workplace investigations, and implementing COVID-19 compliance. Instill trust, customer focus, manages complexity, decision quality, balances stakeholders, cultivates innovation, strategic mindset, action orientated.
PREFERRED QUALIFICATIONS
ELRC experience in the CSU providing effective case management, advising performance management techniques, providing direction related to HR policies (ADA, Workers Comp, EEOC, etc.) and best practices, interpreting CBAs, conducting workplace investigations, and implementing COVID-19 compliance.
APPOINTMENT AND SALARY
Salary is competitive and includes a comprehensive benefits package. Salary is competitive and commensurate with qualifications and experience.
