Overview

The Emergency Preparedness Specialist is responsible for the continual review, update, and assistance of the Universityâ™s emergency preparedness efforts, which support the work of the Assistant Director of Emergency Preparedness, the Emergency Management Group (EMG) and its co-chairs (the Assistant Vice Presidents of Environmental Health and Safety (EHS) and of Public Safety (DPS)). In collaboration with the Assistant Director of Emergency Preparedness and senior staff, manages aspects of assigned programs. Drafts emergency preparedness and business continuity plans. Assists in conducting vulnerability assessments. Improves awareness of emergency response and planning through training and education.

Prepares and conducts emergency preparedness training for diverse campus stakeholders. Continually updates and improves the TigerSafe app and Veoci emergency management software. Maintains minutes of emergency management meetings and develops after-action reports. Coordinates and staffs outreach efforts on campus. Maintains the emergency management website.

This position reports to the Assistant Director of Emergency Preparedness in Environmental Health and Safety.

Responsibilities

PLANNING: Support the Assistant Director through regular updates and status reports. Assess gaps in emergency plans, as well as emergency management technology. Develop and update emergency operations plan, hazard vulnerability assessment, and other plans such as evacuation and shelter plans. Recommend, update, or develop new processes and procedures, as assigned.

BUSINESS CONTINUITY: Ensure Mission Continuity Plans for all University departments exist and are reviewed and updated on a regular schedule, using Veoci software. Maintain inventory of emergency preparedness resources. Maintain various plans, lists, and documentation related to emergency management.

COMMUNICATIONS: Maintain the TigerSafe app. Maintain emergency management website and related websites (as needed). Draft presentations and reports on overall emergency preparedness strategy, planning, and initiatives, to be shared with various constituents (e.g., CPUC, University working groups and committees, federal or local reporting agencies, and Trustees). Present reports as needed. Draft emergency-related training program(s) including programs for the broad University community, targeted curricula for smaller groups, and tabletop exercises and drills. Recommend internal communications plans regarding emergency preparedness, including messaging to campus community as well as maintenance of emergency management website.

SUPPORT: Support appropriate emergency-related committees as the secretary, which includes scheduling meetings, drafting agendas, writing minutes, and communicating with committee members. Coordinate special projects related to emergency preparedness. Attend emergency related meetings and calls both during and outside actual emergencies, which requires being available after regular working hours. Develop and record after-action and lessons-learned reports following significant incidents on campus. Track action items to completion.

OPERATIONS: Maintain contracts and day-to-day operation of the emergency notification systems used for phone, e-mail, text and desktop notifications.
