The Office of Emergency Management (OEM) provides the structure to guide Georgetown University and its various stakeholders in preparing for, preventing, mitigating, responding to, and recovering from emergencies and disasters.

Job Overview

The Emergency Management Specialist performs a variety of emergency management functions, including duties related to outreach, planning, training, and exercises; and plays a critical role during the response to and recovery from emergencies that impact the University.

They function in a back-up capacity to the Director of OEM and the Senior Emergency Management Specialist, and are available 24/7 during emergencies and planned events requiring OEM support. As well, they collaborate with a variety of stakeholders, including students, staff, and faculty, as well as others internal and external to the University, in the performance of their duties.

The Emergency Management Specialist provides emergency management support to a variety of activities working under the guidance and direction of the Director of OEM and Senior Emergency Management Specialist. Duties include but are not limited to:

  • Developing, implementing, and evaluating outreach and education programs to enhance preparedness and resilience across the University
  • Developing, revising, and operationalizing various emergency plans, including the University Emergency Operations Plan and Continuity of Operations (COOP) Plan
  • Developing, implementing, and evaluating emergency preparedness-related training and exercise activities
  • Assisting in the after action evaluation and improvement planning process
  • Providing support to logistical and operational preparedness activities, including tasks related to emergency communications and readiness of the University Emergency Operations Center (EOC)
  • Staffing the EOC during emergencies and planned events; and performing other emergency management-related duties as assigned

Work Interactions

Reporting to the Director of the Office of Emergency Management or designee, the Emergency Management Specialist builds and maintains strong relationships with internal and external stakeholders to foster collaboration and coordination in advancement of the OEM mission to ensure the preparedness and resilience of the University community and infrastructure to a variety of threats and hazards. They work with all levels of university leadership and staff, faculty, and students; and regularly represents OEM in interactions with various stakeholders.

Qualifications

Bachelor’s degree from an accredited higher education institution and at least one year of experience (two years preferred) in the following areas:

  • Emergency management or related field
  • Community outreach and education
  • Developing emergency plans and continuity of operations (COOP) plans
  • Designing, implementing, and evaluating Preparedness-related training and exercises
  • Utilizing the National Incident Management System (NIMS), the Incident Command System (ICS), Comprehensive Preparedness Guide (CPG) 101, and the Homeland Security Exercise and Evaluation Program (HSEEP)
  • Working in an emergency response or emergency operations center setting
  • Working under stressful, emotionally charged conditions in a collaborative, fast-paced environment.
  • Working with absolute discretion in sensitive situations
  • Working both independently and collaboratively in a constantly changing, fast paced environment
  • Ability to work with external stakeholders from public sector emergency response and emergency management organizations

Physical environment

  • The Office of Emergency Management EM  is located up one flight of stairs with no alternate access. Significant pedestrian travel is required around campus and off campus locations, at times on uneven terrain.
  • Ability to perform moderate levels of physical activity, such as lifting and moving up to 40 pounds of materials and supplies, and to stand or sit for long hours is necessary.
