GENERAL DESCRIPTION | Reporting to the Vice President for Administration, the Emergency Management Specialist assists in the planning, development, implementation, and maintenance of the University’s prevention, protection, mitigation, response, and recovery programs. |
COMMUNICATIONS | The Emergency Management Specialist communicates with staff at all levels and across all departments of the University to facilitate training and education, policy development, and compliance. |
CUSTOMER SERVICE | Directly supports the Vice President to provide comprehensive emergency response planning and training for the campus community. Works with the Director of Environmental Health and Safety to coordinate compliance and training for academic and administrative departments. |
Special Schedule Requirements | May work nights and weekends during emergencies or special events. General office environment. Regular travel not expected but may occur occasionally around previously scheduled events. |

Qualifications
Education & Experience | A minimum of a Bachelor’s Degree in a relevant field is required. Master’s Degree in Emergency Management, Homeland Security or related field preferred. Emergency management or relevant work experience in higher education and/or other large organizations is required. |

Knowledge & Skills | In-depth knowledge and understanding of federal, state, local and higher education regulations and guidelines (NRF, NIMS, HSEEP, Clery Act, HEOA, OSHA, the Illinois Campus Security Enhancement Act, and EMAP). Recognized experience and demonstrated success working in a large and highly complex organizational structure with a demonstrated commitment to diversity. Solid understanding of current and emerging trends in emergency management and homeland security. Strong technical and quantitative aptitude with the ability to understand business models and identify/quantify operational risk. Ability to be calm and poised under pressure and remain focused when working under tight deadlines. Superior emergency planning, organization, writing, communication, presentation and problem-solving skills. High proficiency in Microsoft Office suite products and social media applications. Detail-oriented. Ability to demonstrate openness and responsiveness to new ideas, and amenable to new responsibilities as the position matures and the needs of the program change. |
SUPERVISION & BUDGET AUTHORITY | This is a non-supervisory position. |
Physical Environment and Requirements | Requires sitting for extended periods of time, standing, visual acumen, manual dexterity and fingering for working with computer key boards. |
Certifications and Licenses

Key Responsibilities
Key Responsibility | Planning and Policy Compliance Develop various types of emergency action and/or operation plans (e.g. EOP, COOP, BCPs, ERPs, etc.) in compliance with the Illinois Campus Security Enhancement Act. Coordinate and conduct threat and risk analysis (THIRA, HIRA, etc). Interpret and apply federal preparedness guidance (e.g. FEMA Doctrine, CPGs, PPDs, etc.). Builds and maintains relationships with federal, state, and local government agencies including, but not limited to: DHS, FEMA, IEMA, CPD, CFD, OEMC, and Cook County DHSEM. Ensure NIMS compliance within the University’s context. Collaborates with Director of Environmental Health and Safety to ensure safe operation of University facilities. Develop comprehensive action reports and improvement plans; track progress on improvement plans. Work with various standing campus research and safety committees with respect to facilities and security related issues as requested. Assist in reviewing, maintaining, and updating all campus emergency notification systems, including related policies and procedures. |

Key Responsibility | Emergency Response Training, Preparedness, and Operations Design and develop multi-year training and exercise program and exercises. Develop and implement education and outreach programs with University emergency management partners. Support university-wide strategic planning and resiliency initiatives. Provide coordination during response and recovery efforts. Coordinate mitigation and recovery projects. Deploy to scene and/or Emergency Operations Center to coordinate emergency operations response, if necessary. Research and write grant proposals and letters of intent to foundation and corporate prospects, as well as targeted government agencies to secure funding for preparedness and response related needs. |
