Lawrence Berkeley National Lab’s (LBNL ) Security & Emergency Services (SES) Division has an opening for an Emergency Management Specialist: Hazards Analyst to join the team.

 

In this exciting role, you will support the Lawrence Berkeley National Laboratory (LBNL ) Security & Emergency Services (SES) Division Emergency Management Program through the development and implementation of analytical requirements and Prime Contract deliverables within the Emergency Management, Safeguards & Security, and Fire Protection Programs. This includes compliance requirements under DOE Order 151.1, Comprehensive Emergency Management Program, DOE Order 420.1, Facility Safety, DOE Order 470.3, Design Basis Threat, DOE Order 470.4 Safeguards & Security Program, DOE Order 473.1, Physical Protection Program, DOE Order 474.2 Nuclear Material Control and Accountability, and other requirements.

 

What You Will Do:

Required for Emergency Management Specialist: Hazards Analyst (Level 3):

  • Identify and characterize natural, technological, and human-caused hazards.
  • Develop and maintain Prime Contract deliverables and programmatic documents for the All-Hazards Planning Basis, Emergency Categorization and Classification, Consequence Assessment, and Protective Action Program Elements under DOE Order 151.1. 
  • Provide analytical support to meet other Emergency Management requirements under DOE Order 151.1.
  • Support the development of Prime Contract deliverables and programmatic documents to establish the analytical basis for the Safeguards & Security Program.
  • Screen and analyze hazardous materials, including chemicals, biological agents & toxins, and radiological materials for emergency management and safeguards & security. 
  • Conceptualize and communicate major analytical elements of Emergency Management, Safeguards & Security, and Fire Protection Programs to both technical and non-technical personnel.
  • Utilize statistical software, spatial analysis tools, and modeling and simulation software solutions to conduct hazard and consequence assessments.
  • Provide subject matter expertise and hazards analysis information for planning credible drill and exercise scenarios. 
  • Serve on the exercise design/planning team and assist with the development of objectives.
  • Serve in an assigned on-duty/on-call position in the Emergency Response Organization (ERO), with the potential for 24/7/365 recall and assignment on extended hours or during nights, weekends, and holidays; whenever such events occur. 
  • Perform other duties as required.

 

Required for Emergency Management Specialist: Hazards Senior Analyst (Level 4): 

In addition to what was outlined at the lower level, a Level 4 will:

  • Develop and maintain Prime Contract deliverables and programmatic documents for the Technical Planning Basis Program Element and Hazardous Materials Program requirements under DOE Order 151.1.
  • Develop and maintain Prime Contract deliverables and programmatic documents to establish the analytical basis for the Safeguards & Security Program, including DOE Order 470.4, DOE Order 470.3, DOE Order 473.1, and DOE Order 474.2. 
  • Assist with compliance assurance for Emergency Management, Safeguards & Security, and Fire Protection Program areas assigned to Hazards Analysts.

 

What is Required:

Required for Emergency Management Specialist: Hazards Analyst (Level 3):

  • Bachelor’s degree or equivalent experience and/or a minimum of one year relevant experience in related emergency management, fire protection, security, inspection and audit, and risk management; or an equivalent combination of education and experience, which may include course work in administration, environmental health and safety, public administration, business administration, or emergency management. 
  • Ability to review, interpret, and apply requirements.
  • Basic knowledge of mathematical formulas, computations, or data analysis.
  • Ability to perform hazard analyses and communicate results to technical and non-technical personnel. 
  • Knowledge of Windows Operating Systems and applicable software applications.    
  • Demonstrated skills in technical writing or research-based writing. 
  • Ability to obtain a California driver’s license.

 

Required for Emergency Management Specialist: Hazards Senior Analyst (Level 4):

  • Master’s degree or equivalent experience and/or a minimum of five years relevant experience in related emergency management, fire protection, security, inspection and audit, and risk management; or an equivalent combination of education and experience, which may include course work in administration, environmental health and safety, public administration, business administration, or emergency management.  
  • Ability to work with technical and non-technical personnel. 
  • Knowledge of mathematical formulas, computations, or data analysis. 
  • Ability to interpret and apply models and their results in technical documents.
  • Experience with reviewing analyses, assessments and documents, ensuring the quality and technical accuracy of the data.

 

Desired Qualifications:

Desired for Emergency Management Specialist: Hazards Analyst (Level 3): 

  • Basic knowledge of biological agents & toxins, chemicals, or radiological materials.

Desired for Emergency Management Specialist: Hazards Senior Analyst (Level 4):

  • In addition to what was outlined at the lower level, a Level 4 may have:
  • Demonstrated knowledge or experience in nuclear material control and accountability, biological agents & toxins, or explosives.
  • Complex mathematical formulas and computations.
  • Ability to assist with compliance assurance requirements.

 

All members of the Security and Emergency Services Department have emergency service duties during any incident or event affecting the safety and security of Lab personnel, the environment, and or property. 

 

Notes:

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • This position will be hired at a level commensurate with the business needs and the skills, knowledge, and abilities of the successful candidate.
