Primary Purpose of Organizational Unit

Position Summary
The primary responsibility of the Public Safety 9-1-1 Emergency Communications Center Manager (ECC Manager) is to direct the 24-hour operation of the Communication Section and manage all operational and technical resources within the Emergency Communications Center (ECC). In addition, the ECC Manager must ensure compliance with all applicable federal and North Carolina laws that regulate an Emergency 9-1-1 Center.
The ECC Manager must have extensive experience managing a complex emergency 9-1-1 environment and possess thorough knowledge of the reliability of systems and possess the ability to identify problems and implement rapid, effective solutions. The consequences to the university of any failure within the ECC 9-1-1 can be severe with the loss of millions of dollars of research material, property or, more tragically, the loss of life.
Typical Tasks:
* Supervises a 24/7 operations that receive and dispatch calls for service for law enforcement, parking and transportation, security and other after hour facility services request.
* Participate in interviews and recommends applicants for hire; trains, motivates, and coaches employee performance; conducts performance evaluations.
* Coordinates staffing to assure coverage; monitors work schedules and attempts to reduce overtime worked.
* Develops, implements, and evaluates the operation of the center’s training activities; implements modification to training programs.
* Responds to and directs complaints to the appropriate division as it relates to calls for service.
* Is responsible for the centers quality assurance program and uses the data to assist with telecommunicators improvement.
* Reviews telecommunicators policies and procedures and assures adherence to procedure; research and rewrites policies and procedures as needed. 
* Prepares specifications for the purchase of communication equipment, inspects new equipment, and evaluates bids from vendors.
* Supervise contractors in providing services including the design, installation, and maintenance of communication equipment. 
* Assists in the preparation of operating budget; reviews and approves expenditures for communication operations.
Minimum Education and Experience Requirements
High School diploma and three years of experience in emergency communications including one year of administrative and/or lead supervisory experience. Additional Education and Experience will be necessary for progressive steps (Journey and Advanced). Requires certification as a Division of Criminal Information computer operator. May require Basic Telecommunicator Certification in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission or the ability to achieve certification within one year of employment. All degrees must be received from appropriately accredited institutions.
Required Qualifications, Competencies, and Experience
Current Certification as an Emergency Telecommunicator in accordance with the provisions of the North Carolina Sheriff’s Education and Training Standards Commission or the ability to achieve certification within one year of employment.
Progressive managerial responsibility in an Emergency Communication Center (9-1-1 Center).
Preferred Qualifications, Competencies, and Experience
Preferred candidates who have obtained a bachelor’s degree or higher and have a minimum of 4 years of Emergency Communication Managerial experience in a higher education environment. 
However, a combination of related education and experience may be substituted for a degree.
Required Licenses/Certifications
Special Physical/Mental Requirements
Candidates must meet physical and psychological requirements of the North Carolina Sheriff’s Education and Standards Commission, which includes a physical exam, psychological exam, and drug test. In addition, the candidate must be able to lift a minimum of 25 pounds.
Campus Security Authority Responsibilities
This position is designated as a Campus Security Authority in accordance with the Clery Act. This position will be required to report Clery crimes to the Clery Compliance Manager and complete annual training about reporting responsibilities.
