Overview: 

The Engineering Management Division at the Oak Ridge National Laboratory (ORNL) seeks to hire a full-time National Electrical Code Inspector (NECI) for verification of implementation of NFPA 70, National Electrical Code (NEC)  This position applies to UT-Battelle (UT-B) managed facilities and missions. 

 

This position is responsible for assisting the UT-Battelle Code Official, the Electrical Autoritiy Having Jurisdiction (E-AHJ) with the implementation of applicable NEC, Department of Energy (DOE), and UT-Battelle (UT-B) electrical-related requirements. In addition, the incumbent will we qualified as an Electrical Equipment Inspector (EEI) to perform inspections on non-Nationally Recognized Testing Laboratory (Non-NRTL) equipment. As a U.S. Department of Energy (DOE) Office of Science national laboratory, ORNL has an extraordinary 80-year history of solving the nation’s biggest problems. This position resides in the Engineering Mngement Division in the ESH&Q Directorate at Oak Ridge National Laboratory (ORNL).  

 

Major Duties/Responsibilities: 

The NECI shall administer and enforce NFPA 70, National Electric Code (NEC) for all UT-B managed facilities and installations as follows:

  • The NECI shall perform inspection of installations to assure the proper administration and enforcement of the NEC, as well as inspection and approval/rejection of unlisted electrical equipment including custom-built electrical equipment (in-house or received from other locations).
  • The NECI is permitted to require plans and specifications to ensure compliance with the NEC.
  • Whenever any installation subject to inspection prior to use is covered or concealed without having first been inspected, the NECI is permitted to require that such work be exposed for inspection.
  • Participate as a non-voting member of the UT-B Electrical Safety Committee (ESC).  Assist the Electrical Safety Program Manager and the Worker Safety and Health Management System Owner (MSO) in evaluating ESC recommendations.

The NECI will serve on support teams and special projects as directed by Engineering MSO and/or EMD management and shall support and implement Battelle’s Safe Conduct of Research Principles.

 

Basic Qualifications:

  • Education and Experience:
    • a.    BS in Electrical Engineering with minimum 8 years’ experience OR
      b.    Minimum 20 years’ increasing experience in the electrical field with emphasis on design, construction/fabrication, and/or maintenance of electrical equipment.
  • Certifications and Training:
    • Obtain and maintain certification as an International Code Council Commercial Electrical Inspector.
    • Obtain and maintain UT-B Electrical Equipment Inspector (EEI) certification.
    • Obtain and maintain UT-B Qualified Electrical Worker Level 4 or higher qualification.
    • Obtain and maintain Electrical Hazard Qualifications for DC, Batteries, Capacitors, and inductors.
    • Obtain and maintain UT-B lock/tag/verify qualification.
    • Tri-annual completion of NEC changes course.
  • The successful candidate shall stay current on codes and standards applicable to electrical installations and field evaluations of electrical equipment.
  • Pursue additional study on codes, standards and methods applicable to inspection of electrical installations and electrical equipment.
  • Appointment by the UT-Battelle Electrical-Authroity Having Jurisdition (UT-B E-AHJ).

 

Preferred Qualifications:

  • The ideal candidate would be highly familiar with DOE Directives and industry codes and standards related to electrical installations, electrical safety requirements, and responding to electrical safety-related events. Examples include; NFPA 70, NFPA 70E, Underwriter Laboratories Standards, etc.
  • The ideal candidate would have experience with Building Code Requirements, Engineering Design activities, Design Reviews, and Configuration Management requirements.
  • Being a licensed Professional Engineer.
  • The ideal candidate would have good oral communication and technical writing skills and will be proficient with common computer software used in the office environment.
  • The ideal candidate would possess the social skills necessary to have positive interactions and collaborations with fellow ORNL technical staff:
    • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory 
    • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs

 

Special Requirements:

  • Physical Requirements:  Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.
  • Q clearance:  This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
  • Visa Sponsorship:  No VISA sponsorship will be available for this position.
