Overview: 

We are seeking an Electrical Utilities System Engineer for the Electrical Utilities Group within the Utilities Division of the Facilities & Operations Directorate(F&O). Selection will be based on qualifications, relevant experience, skills, and education.

 

The Utilities Division is responsible for the operation and maintenance of all standard industrial type utilities at the Oak Ridge National Laboratory (ORNL) ensuring that all utilities are delivered in a safe, reliable, and economical manner to the customer.  The success of every research project at ORNL depends on the ability of the Utilities Division to provide these services.

 

The Electrical Utility Group provides operation and maintenance of power distribution and utilization (13.8kV to 480V), electrical design services for various customers for the ORNL site which include conventional facilities and experimental equipment, construction oversight for related projects, and facility maintenance support for all buildings.

 

The Electrical Utilities System Engineer is responsible for the operation and maintenance of the Power Distribution System across the ORNL campus, and providing electrical design, construction oversight and maintenance of the facility infrastructure.

 

Major Duties/Responsibilities: 

  • Responsible for operation and maintenance of the ORNL electrical distribution system.
  • Coordinate with operations and engineering staff to ensure reliable operation of electrical equipment.
  • Develop and implement preventative maintenance procedures for electrical equipment.
  • Plan and perform inspections and oversight for preventative, predictive, and corrective maintenance activities.
  • Coordinate planned power outages with operations and research staff to support maintenance and installation activities.
  • Provide technical field support and inspections for installation and maintenance activities.
  • Recommend and design improvements to existing electrical infrastructure to enhance system reliability.
  • Support/Perform procurement of equipment and services including developing technical specifications and reviewing submittals.
  • Maintain existing and perform new arc flash analyses through data collection, preparation of SKM/ETAP models, reports, and printing equipment labels.
  • Develop technical design documents including drawings, specifications, and cost estimates for new construction, facility modifications and improvements. 
  • Works closely with electrical designers to produce design change notice packages and drawings for facility upgrades.
  • Ability to provide sketches and drawings in CAD, using AutoCAD or MicroStation.
  • Interface with other disciplines during the design process to ensure constructability and operability of integrated systems.
  • Reviews designs produced by subcontractor Architect/Engineer (A/E) firms, including equipment selection.
  • Oversee and periodically inspect installations to ensure they meet design criteria and applicable codes and standards.
  • Provide technical input to support troubleshooting, repair and replacement of electrical equipment including motors, variable frequency drives, electrical distribution, transfer, and protection equipment.
  • Comply with environment, safety, health, and quality program requirements.
  • Maintain a strong commitment to the implementation and perpetuation of ORNL values and ethics.
  • Works with closely with SCADA engineer to implement metering and monitoring on the power distribution system.
  • Performs Factory Acceptance Testing (FAT) for all applicable equipment.
  • Serves as ORNL electrical distribution system “design authority” to help define the strategy for the distribution system to support lab initiatives.
  • Serves as a mentor to interns and coop students.
  • Maintain databases including GIS system model and power quality event log.

Basic Qualifications:

  • Requires a B.S. degree in Electrical Engineering with a minimum of 5 years relevant experience.
  • Knowledge of the technical concepts of electrical engineering principles, codes, and standards.
  • Proficiency in operations and maintenance of Power Distribution Systems Equipment.

 

Preferred Qualifications:

  • Registered Professional Engineer (PE).
  • Excellent written and verbal communication skills.
  • Experience using SKM Power Tools/ETAP for Arc Flash calculations.
  • Experience with design and construction projects.
  • Proficiency with AutoCAD/MicroStation.
  • Familiarity with working at a DOE national laboratory.
