Job Summary

Under general supervision, carry out environmental sampling and analysis tasks for the Utilities unit. Perform laboratory analytical procedures including receipt and log samples, prepare samples for analysis, provide defensive test data, prepare chemical standards and media for biological tests, perform tests, perform QAQC tests and correct deficiencies, enter information into laboratory data management program, package and properly preserve or dispose of sample, and clean up. Coordinate and provide technical guidance to other Utilities staff in the performance of field environmental sampling activities including groundwater, surface water, domestic water, storm water and landfill leachate.

Maintain complex laboratory equipment and records, including organizing regulatory-required data, inventory and ordering of equipment and supplies; maintain and calibrate laboratory analytical equipment; establish and maintain programs to ensure proper laboratory environmental conditions, and perform preventive maintenance for laboratory equipment. Prepare routine & specialized regulatory reports for review and submission by the Chief Plant Operator and Certified Water Operator.

PHYSICAL DEMANDS

  • Sit for extended periods of time in front of a computer terminal and extended use of a keyboard.
  • Occasionally work outdoors and indoors in extreme weather conditions (i.e., hot, cold, and wet conditions).
  • Stoop, bend, crawl, climb ladders and slops, and lift lab equipment weighing up to 30 pounds.
  • Wade or row a boat into surface water bodies to collect samples and perform sensitive scientific operations.

WORK ENVIRONMENT

  • Occasionally work overtime, evenings, and/or weekends.
  • Employee shall participate in required preventative medical and medical monitoring programs. These programs may include blood tests, TB screening, etc. and are provided to meet Federal, State and University requirements. Thermoluminescent dosimeter tests may be required biannually according to requirements of the regulatory agency.
  • May, at times, work with or be in areas where hazardous materials and /or infectious diseases are present. Specific hazards include but are not limited to: asbestos, PCB’s, radioactive materials, industrial and laboratory chemicals, fuel and solvents, infectious materials and wastes, biological hazards and other materials labeled hazardous.

MINIMUM QUALIFICATIONS

Additional Minimum License/Certification:

  • Obtain a valid Grade I Laboratory Analyst Certificate issued by the California
  • Environmental Association within 12 months from the date of the hire.

Minimum Education/Experience:           

  • Bachelors degree in microbiology, chemistry, biology, engineering or similar discipline or equivalent combination of education and work experience in related field.

Minimum Knowledge, Skills, and Abilities (KSA) :

  • Skill and knowledge of scientific laboratory equipment, processes and methods to perform laboratory analysis.
  • Skill to organize and present complex technical data in clear, understandable formats.

PREFERRED QUALIFICATIONS

Preferred Knowledge, Skills, and Abilities (KSA) :

  • Knowledge of Windows-based personal computer operation including proficiency in
  • Microsoft Word and Microsoft Excel, including charts, graphs, and tables production.
  • Skill to perform detailed scientific monitoring and sampling procedures with precision and accuracy in inclement weather conditions.
  • Oral and written communication skills.
  • Skill with environmental sampling techniques and protocols including calibration, use and care of sophisticated scientific instruments; field data collection and note keeping; sample preservation and packaging; and Chain of Custody procedures.
  • Knowledge of basic statistical analysis including Tolerance interval Method and ANOVA.
  • Knowledge of standard methods for the biological and chemical analysis and monitoring of water and waste water.
  • Knowledge of county, state, and federal regulations pertaining to water and waste water systems and to understand, and comply with permits or orders.
  • Skill to generate clearly written and understandable reports and instructions, develop processes for task assignments/completion.
  • Computer skills to manage work assignments; plan, track, manage costs and schedules.
  • Knowledge of organizational budgetary processes.
  • Knowledge of approved safety devices and practices.
  • Organizational skills.
  • Customer service skills.
