Job Summary
This recruitment will be used to fill one full-time Education Program Assistant 1 position for the OSU Extension 4-H Youth Development Program at Oregon State University (OSU).
This full-time (1.00 FTE) Education Program Assistant 1 (EPA1) will serve Curry County. This position is a member of the regional and statewide team of the OSU Extension 4-H Youth Development Program. This EPA works as a team member to plan and conduct activities that bring 4-H youth development to the community. The position has regular contact with the public to promote awareness and interest in 4-H programs, and engage the public as volunteers, participants, and partners.
Program Mission
4-H provides young people with intentional, high quality learning experiences that promote positive interactions with adults and peers, sustained and active participation across time, and opportunities to make meaningful contributions to the world around them. This mission is accomplished through the work of volunteers, youth, community members and professionals who organize and conduct learning experiences in club, group, community, and family settings. Programs are implemented in a manner that is consistent with the best practices in the field to youth development and respectful of local norms and culture.
The Oregon Extension and 4-H Youth Development Programs reach close to 100,000 young people annually through out-of-school, after-school, and in-school programming. 4-H staff may teach, develop materials, coordinate digital outreach activities, and provide administrative oversight to a broad array of programs which may involve minors, animals, and firearms. Some 4-H experiences may require transportation of members in motor vehicles and chaperoning overnight accommodations. 4-H staff are also required to assure compliance with Federal and State regulations related to youth protection, fund-raising, taxation, and the nonprofit status of 4-H and affiliated organizations.
Purpose of Position
The 4-H Education Program Assistant (EPA) position collaborates with, and supports the efforts of, the 4-H faculty member and program staff. This includes organizing and/or supporting specific 4-H events and training programs, providing office assistance to clientele, maintaining records and documentation (both physical and digital) of clubs, leaders and members involved in the 4-H program in Curry County, assisting with recruitment, maintaining and carrying out the 4-H program and other Extension programs as needed.

Key Responsibilities
The Education Program Assistant embeds the commitment of the university to a collaborative and inclusive community in all interactions and duties performed while fostering a welcoming and respectful workplace culture.
30% – 4-H Program Delivery
  • Deliver pre-approved non-credit curricula to 4-H leaders, members and public.
  • Assist 4-H faculty with management of the OSU Extension 4-H Youth Development programs, coordinating member and leader recruitment and development and coordination of specific activities and events such as county fair, day and overnight camping, and school enrichment programming.
  • Use technology as a tool to increase the reach and impact of program delivery on constituents, including participating with Ask Extension and using the division’s customer relationship management system.

25% – 4-H Program Support
  • Manage incoming 4-H correspondence, mailings, and filing of required documents and reports.
  • Process event, membership and volunteer enrollment utilizing multiple database systems. Maintain accurate records and timely reporting.
  • Act as the primary contact for 4-H clubs and volunteers regarding training, teaching and volunteer role requirements. Provide curriculum and resources for club and community-based activities to ensure adherence to program policy.
  • Assist in volunteer and member recruitment process by maintaining an understanding of program and community needs.
  • Arranges for, sets up, facilitates and/or participates in 4-H related meetings as appropriate; prepares oral and written presentations and reports; responds to questions, provides information and input as appropriate.
  • Develop and provide educational materials, program information (newsletters, flyers, presentations, brochures and displays), as requested for both print and digital posting using office software and digital communication and engagement tools and systems, such as the Extension website.
  • Maintain and update Extension and 4-H website content, including online calendars, and social media sites. Develop marketing strategies and utilize appropriate print and digital tools to reach intended audience segments.
  • Answer incoming calls, greeting callers and office patrons, providing information on Extension programming, transferring calls and/or taking messages as necessary.
  • Follow OSU and division brand guidelines, digital publishing standards and digital contact management data integrity practices for programmatic communications, marketing and engagement.
  • Process publication request or supply other educational materials as needed.

20% – 4-H Program Implementation
Assist with or lead planning, management, delivery, and evaluation/reporting of 4-H events and programs. Duties include scheduling, ordering supplies, coordinating volunteers and educators, preparing program materials, managing reservations, training staff, delivering pre-approved curricula, etc. This will require travel.
Maintain and manage confidential information, including criminal history checks and youth safety registry ensuring confidentiality and youth safety.
Perform responsibilities as they relate to OSU relationship with County 4-H Association:
  • Coordinate with managing faculty to ensure that County 4-H Association agreements are on file and followed;
  • Follow OSU financial policies, standards, rules, procedures, and best practices and the County 4-H Association agreement;
  • Refer to the 4-H procedures handbook for working with the County 4-H Association.

10% – Other Program Support
Work closely with 4-H Faculty, 4-H youth, parents, volunteers, community members and others to support local Extension activities.
10% – Outreach Efforts
Participate in county wide outreach efforts to expand the reach of 4-H and Extension programming including hosting booths/activities at community events, attending school open house or assemblies, and attending other local organizations meetings. This will require travel throughout the county.

5% – Service and Other
  • Participate in approved professional development opportunities that enhance educational programming capacities.
  • Attend training opportunities to build basic knowledge and consistent skills to use digital communications, marketing and engagement technologies relevant to position duties.
  • Establish and maintain relationships with community members, organizations, businesses and agencies to aid program planning, delivery, support and evaluation.
  • Keep current on positive youth development efforts in the community as well as statewide.
  • Use digital project management, work production and collaboration tools for efficient internal work.
  • Perform other duties as assigned.
What We Require

High School Diploma or equivalent and at least two years of relevant experience (paid or volunteer), supporting community programs that serve children, youth, or adults
OR Associate Degree and one year of work experience (paid or volunteer) which must be working in youth development programs, adult education, teaching, program delivery or related functions
AND
Demonstrated oral and written communication skills.
Demonstrated skill to work with diverse audiences.
Demonstrated skill to use computers for word processing, data management, and communications.

Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver’s license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.

  • Demonstrated ability incorporating use of web, social media, newsletter or other digital technologies in program development or outreach activities to achieve goals.
  • Experience (paid or volunteer) organizing, managing, delivering or supporting educational programs for youth and/or adults.
  • Experience (paid or volunteer) with 4-H, other youth development, or other agency functions related to this position.
Working Conditions / Work Schedule
  • Ability to transport (lift and move) up to 30lbs of program materials and equipment, and to maneuver across rugged terrain (such as outdoor camps, fair, etc.).
  • Comfortable working in outdoor environments.
  • Ability to work flexible hours.
  • This position will require work on some evenings and weekends. It will require travel (potentially alone) to various work activities and may occasionally require overnight stays. Some activities will occur in field locations, at youth camps, fairgrounds, etc.
  • Ability to work in an office setting with an open floor plan that experiences frequent foot traffic.
