Orange Coast College (OCC) is seeking an equity-minded, Classified Manager as the Early Childhood Education Lab School Manager within the Instructional Services Wing as part of the Early Childhood Development discipline within the Consumer & Health Sciences Division.

The Lab School was founded in 1987 as a part of Orange Coast College's instructional division and has continously worked in conjunction with the Child Development and Education Department.  The Lab School is a teacher training site and demonstration setting for college students enrolled in the Child Development Education Departmentpathway, primarily serving students in the Field Experience and Practicum courses.  Through the study of child development theories, and a unique hands-on training experience, college students immerse themselces into the learning enviroment and become prepared to trach young children.  The Lab School implements play-based emerent curriculym.  The curriculum is designed to stimulate and foster develpment of the whole child including social-emotional development, congnitive thinking, physical development, language and literacy skills, creativity, and innovation.  To mainain success within the lab school, staff and faculty work together to ensure that quality practices are implements in all learning environments.
Summary
Provides for the effective operation of a campus-based, dual-function child development program. Works with staff, children, parents, Child Development and Education (CDE) faculty, and students to provide an integrated, child-centered curriculum, modeling state-of-the-art early childhood education practices, based on current theory and pedagogy, for staff and students.
Distinguishing Career Features
Early Childhood Education Lab School Manager provides leadership to a pre-school environment that also supports the college’s academic program for Early Childhood Education by offering a lab setting to college-level students pursuing a degree/education in Child Development and Education. The Early Childhood Education Lab School Manager requires credentials as a child development teacher and site supervisor as well as the ability to set up the lab to meet National Association for Education of Young Children (NAEYC) guidelines.
Essential Duties and Responsibilities
Specific duties may vary among departments, divisions, and jobs. Incumbents typically perform a substantial portion or all of the following types of duties, as assigned:
  • Plans, develops, and implements the ECE Lab School philosophy, program elements, and methods to follow the current pedagogy of the Child Development and Education (CDE)department, Title 22 State Licensing regulations, and NAEYC guidelines.
  • Creates and implements a child-centered, developmentally appropriate model preschool and child development program based on the needs of the children as a group, individual needs, and interests reflecting the curriculum taught in the CDE program.
  • Establishes standards for service delivery and instruction support. Supervises, trains, and reviews/evaluates the performance of Lab School staff, work-study students, and other classroom personnel.
  • Oversees CDE student placement in the Lab School. Oversight includes processing applications, creating a personnel file, assigning schedules, planning and scheduling orientations, occasional check-in with students, and working in collaboration with Child Development and Education college faculty.
  • Monitors the ECE Lab School enrollment processes, policies, and procedures. Organizes and maintains a process for referrals, screening, and follow-up of identified students and families to the school district, local Family Resource Center, and other related community agencies. 
  • Prepares staff performance evaluations and assessments. Supervises the recruitment, selection, and training of staff to fulfill program needs. Supervises all direct report staff and implements quality assurance and improvement plans as necessary.
  • Develops proposals and administers approved budgets, recommends tuition rates, and organizes events to raise funds to support the school. Orders and outreaches to community partners and funding sources to obtain classroom supplies.
  • Ensures an assessment of each child's development is done by ECE staff in order to develop and implement a curriculum responding to the children as a group and to individual needs.
  • Ensures compliance with all licensing regulations and the safety of children by ensuring and practicing emergency preparedness, assessing facility conditions, and observing and reporting child abuse or neglect.
  • Prepares performance evaluations, and assessments, participates in program reviews, and resource requests, and ensures that reports are submitted on a timely basis, as required. Identifies program needs and objectives. Evaluate program activities and recommend changes.
  • Participates and is involved in various professional organizations in the area of early learning and childhood education. Participates in District and County leadership and other appropriate meetings.
  • Collaborates with interdisciplinary departments and divisions on campus.
  • Participates in and may oversee community outreach, recruiting and registration, fundraising, and other special events. Represents the college/District at external meetings.
  • Performs other related duties as assigned that support the objective of the position.

Qualifications and Physical Demands

Knowledge and Skills 

  • The position requires specialized knowledge of child development theory, principles, and practices and an understanding of the goals and objectives of a preschool program.
  • Requires specialized knowledge in the emotional, physical, cognitive, and creative development, variations, and needs of children in a model preschool program.
  • Requires a working knowledge of arithmetic, grammar, spelling, language, and reading sufficient to stimulate children's learning activities or projects.
  • Requires a working knowledge of curriculum planning concepts, including constructivist early childhood education, project-based curriculum, emergent curriculum, anti-bias curriculum, and Reggio Emilia Approach.
  • Requires knowledge of licensing requirements, funding, and contract terms governing child development centers. 
  • Requires well-developed communication skills to interact with students, staff, children, faculty, and parents, to conduct formal instruction of a small group, to resolve confrontations, and hold conferences.
  • Requires sufficient writing skills to document student and children’s files.
  • Requires advanced human relations skills to make formal presentations, influence others, facilitate group processes, conduct training, provide consultation, and determine department needs.

  • Requires the ability to integrate a variety of activities that assure a smooth functioning Preschool Program.
  • Requires the ability to develop a daily schedule that provides children indoor and outdoor time, large and small muscle activities, quiet and active times, options for activities in large and small groups, in pairs or individually, limited teacher-directed large group activities, and an emphasis on child-initiated activities.
  • Requires the ability to understand the needs and differences of children and to reach and motivate them.
  • Requires the ability to establish and maintain positive relationships with families and parents on a continuous basis.
  • Requires the ability to balance emotional support and discipline to deal with behavior problems.
  • Requires the ability to observe, categorize, evaluate, and critique children’s development.
  • Requires the ability to work with college staff, students, and parents demonstrating the use of active listening and conflict resolution skills, professional judgment, and knowledge of community and college resources.
  • Requires the ability to comply with state guidelines.
Physical Abilities

  • The position requires a Bachelor’s degree in Child Development, Early Childhood Education, Human Development, or a related field and five (5) years of teaching experience in a childcare and development program. One year in a supervisory capacity is required.
  • Or, any combination of education and experience which would provide the required equivalent qualifications for the position.
    • Preferred six (6) units of program administration, and two (2) units in adult supervision.
AND
  • Demonstrated evidence of responsiveness to and understanding of the racial, ethnic, disability, gender identity, sexual orientation, socioeconomic, academic, and cultural diversity within the community college student population, including students with different ability statuses (e.g., physical and/or learning) as these factors relate to the need for equity-minded practice within the classroom.

Licenses and Certificates
  • May require a valid driver's license. 
  • Requires possession (or higher) of a Child Development Site Supervisor Permit issued by the California Commission on Teacher Credentialing. 
  • Possession of a valid pediatric first aid and Cardiopulmonary Resuscitation (CPR) certificates, or the ability to obtain certificates.

Working Conditions
  • Work is performed indoors and outdoors where minimal, yet some safety considerations exist due to the active nature of work.

This is a temporary contract, full-time, categorical-funded, 11-months (August through June) per year, Classified Management position. The District reserves the right to extend, modify, or eliminate this position based upon available funds. The work schedule is Monday through Friday from 8:00 a.m. to 5:00 p.m. Flexible schedules and weekends might be necessary to address the needs of programs and job duties.  The effective date of employment will be arranged with the supervisor.  The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee.

Pay Philosophy:
