AIR is currently seeking an eCQM/dCQM Measure Developer to join the Learning, Translation and Quality Measurement Program within the Health division. Candidates hired for the position may work remotely within the United States (U.S.) or from one of our U.S. office locations.

The responsibilities for the position include:

  • Code, test and maintain electronic clinical quality measures using Clinical Quality Language (CQL) and Fast Healthcare Interoperable Resources (FHIR).
  • Translate quality measure specifications into CQL scripts and test against the FHIR data model using tools developed by CMS such as the Measure Authoring Tool and Bonnie, as well as leveraging open-source code projects such as the CQL-engine and Hospital-Acquired Pressure Injury (HAPI) FHIR server.
  • Assists with defining user requirements and testing strategies for ensuring functionality of digital measure technologies.
  • Designs, analyzes, implements statistical analysis, risk adjustment methodologies and scientific acceptability testing (i.e., reliability and validity testing) on healthcare data to support the development and implementation of electronic clinical quality measures (eCQMs), hybrid measures and claims-based measures.
  • Collaborates with research team to formalize measure testing plans, templates, and measure specifications, as appropriate.
  • Prepare concise, well written, comprehensible technical reports and manuscripts describing research findings for technical and general audiences and the client.
  • Provides interpretation, responses, and presentation of statistical results to internal and external stakeholders such as the National Quality Form (NQF), regulatory and federal agencies and other health authorities.
  • Uses a variety of statistical software, methods, and techniques to gather, analyze, and interpret measure specifications and test data to derive useful information for measure analysis; advises and assists in the development of inferences and conclusions, statistical analysis strategies, and identifiability of models.
  • Provides consultation on experimental design and statistical research approaches, requirements, and scientific standards to advance medical knowledge and improve research in healthcare quality and public health.


Education, Knowledge, and Experience:

  • Ph.D. degree with 0-3 years related experience or M.A., M.S., or M.P.H. or equivalent degree with 4-7 years related experience in health services research (health informatics, biostatistics, quality measurement, epidemiology, or statistics).
  • Knowledge of Fast Health Information Resource (FHIR), Clinical Quality Language (CQL), Quality Data Model (QDM).
  • Knowledge and experience developing and implementing measures specifications.
  • Knowledge of the measure evaluation criteria (e.g., data element validity, measure score validity, performance gap) desirable but not required.
  • Proficiency with the Microsoft Office Suite or the equivalent (word processing, spreadsheets, email and calendar management, presentation software).
  • Experience translating measure specifications into computer code and to format and generate reports desirable but not required.

 Skills:

  • Excellent time management skills, ability to prioritize projects and to consistently meet deadlines.
  • Ability to consult with researchers, interpret measure requirements, and determine statistical analysis strategies.
  • Ability to analyze, interpret, and draw conclusions from complex statistical information.
  • Strong analytical communication, critical thinking and problem-solving skills and acute attention to detail.

Applicants must be currently authorized to work in the U.S. on a full-time basis. Employment-based visa sponsorship (including H-1B sponsorship) is not available for this position. Depending on project work, qualified candidates may need to meet certain residency requirements.

AIR’s Total Rewards Program , is designed to reward our staff competitively and motivate them to achieve our critical mission. This position offers an anticipated annual salary of $85,000 - $115,000. Salary offers are made based on internal equity within the institution and external equity with competitive markets. Please note this is the annual salary range for candidates that are based in the United States.
