Position Description


Advertised Job Summary
The Dual Language Learner (DLL) Family Referral Specialist provides oversight and management of the collection of information on child care programs to provide child care referrals and resources to dual language families contacting SC Child Care Resource & Referral (SC CCR&R) via the website or phone. The DLL Family Referral Specialist will focus on increasing access to high quality child care opportunities and financial assistance for children and families whose first language is not English.
This position will serve as part of the team of specialists that work with parents, families, and the community through consultations, email correspondence, trainings, conferences, community events, etc. to provide information on SC CCR&R services, child care options, indicators of quality, and related resources.
For this position, the applicant must be fluent in Spanish and English and be able to communicate effectively in both languages verbally and in written form.
Required Education and Experience
Master’s degree and 2 years related program experience or a bachelor’s degree and 4 years related experience. Must demonstrate fluency in Spanish and English and be able to communicate effectively in both languages verbally and in written form.
Preferred Qualifications
Master’s or bachelor’s degree in education or related field with minimum of 4 years of experience working in the early care and education field. Six credit hours documented on transcript of core coursework in Early Childhood Education. Must demonstrate fluency in Spanish and English and be able to communicate effectively in both languages verbally and in written form.
Knowledge/Skills/Abilities
Knowledge of early care and education programs, understanding of indicators of high quality child care, strong organizational and time management skills, and excellent written and verbal communication abilities in both Spanish and English.

Responsible for the coordination and maintenance of systems related to providing child care referrals and resource information to parents, families, and community members, with priority to those who do not speak English:
  • Provide detailed information based on clients’ needs on topics related to identifying high quality child care, including licensing requirements, types of available care, subsidy options, ratios, and developmentally appropriate curriculum and activities. 
  • Provide information about CCR&R services and identifying child care options through trainings, events, parent seminars, conferences, etc. 
  • Develop and manage resources needed for parent referrals, including handouts, guides, and evaluations.

    Provide support and coordination to families and child care programs in completing all required paperwork to determine eligibility for the SC Voucher for DLL families through SC DSS. Provide assistance and translation as needed to Spanish speaking families and child care programs to help navigate the voucher process and the transition to child care. Work collaboratively with assigned SC DSS staff and SC CCR&R DLL Quality Coach to coordinate approved services for families and their providers.
